The Institute <strong>of</strong> <strong>the</strong> Cryosphere <strong>of</strong> <strong>the</strong> Earth in Tyumen; under Vladimir P. Mel'nikov,<br />

corresponding member <strong>of</strong> <strong>the</strong> RAS.<br />

[Mel'nikov (Melnikov), Vladimir P., D GM. S. Born in 1940. Geologist. Specialist<br />

in geocriology, geophysical methods <strong>of</strong> researching <strong>the</strong> earth’s crust.<br />

Corresponding member <strong>of</strong> <strong>the</strong> Oceanography, Atmospheric Physics and Geography<br />

Department and <strong>of</strong> <strong>the</strong> Siberian Department since December 1987. He graduated<br />

from Moscow Geological Prospecting Institute imeni Sergei Ordzhonikidze in<br />

1962. He worked at <strong>the</strong>re as an engineering student, a participant in geological<br />

expeditions, a junior and senior researcher. From 1970 <strong>to</strong> 1984, he worked at <strong>the</strong><br />

Permafrost Institute in Yakutsk where he was a senior researcher and headed (from<br />

1984 <strong>to</strong> 1985) <strong>the</strong> Department <strong>of</strong> engineering, geocriology and Deputy Direc<strong>to</strong>r <strong>of</strong><br />

<strong>the</strong> Geology and Geophysics Institute <strong>of</strong> <strong>the</strong> Siberian Department. In 1985 he was<br />

named Direc<strong>to</strong>r <strong>of</strong> Problems <strong>of</strong> <strong>the</strong> North Institute in Tyumen--now called <strong>the</strong><br />

Cryosphere <strong>of</strong> Earth Institute. He heads <strong>the</strong> national committee on permafrost, and<br />

is a leading member <strong>of</strong> <strong>the</strong> Science Coordination Council <strong>of</strong> <strong>the</strong> Soviet Union. In<br />

1991, a new International Research Center for Nor<strong>the</strong>rn Terri<strong>to</strong>ries Development in<br />

Siberia was established that links <strong>to</strong>ge<strong>the</strong>r <strong>the</strong> work <strong>of</strong> scientists <strong>of</strong> three Siberian<br />

Department Institutes: <strong>the</strong> Institute <strong>of</strong> Cryoshpere <strong>of</strong> Earth in Tyumen, <strong>the</strong> Institute<br />

<strong>of</strong> Physico-Engineering Problems <strong>of</strong> <strong>the</strong> North in Yakutsk, and <strong>the</strong> Institute <strong>of</strong><br />

Philology in Akademgorodok-Novosibirsk. As direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong><br />

Cryosphere Earth, Mel’nikov will collaborate with <strong>the</strong> Direc<strong>to</strong>rs <strong>of</strong> <strong>the</strong> o<strong>the</strong>r two<br />

institutes in <strong>the</strong> development <strong>of</strong> this new international research center. (LDA 89-<br />

Authorized in 1992 with a complement <strong>of</strong> 121 persons <strong>of</strong> whom 67 were research scientists<br />

and <strong>of</strong> whom three held <strong>the</strong> doc<strong>to</strong>rate and 33 <strong>the</strong> candidate degree. One<br />

corresponding member <strong>of</strong> <strong>the</strong> RAS was on <strong>the</strong> staff. In <strong>the</strong> 1990s, <strong>the</strong> institute<br />

joined with <strong>the</strong> Institute <strong>of</strong> <strong>the</strong> Physico-Engineering Problems <strong>of</strong> <strong>the</strong> North under<br />

corresponding member Larionov, and with <strong>the</strong> Institute <strong>of</strong> Philology in<br />
