Processing. Survey research bases are maintained in Gorkiy, Leningrad and in <strong>the</strong><br />

Moldavian SSR. The institute does basic and practical sociological research. The<br />

numbers <strong>of</strong> <strong>the</strong> current membership <strong>of</strong> <strong>the</strong> AN SSSR Department by <strong>the</strong> decade <strong>of</strong><br />

<strong>the</strong>ir appointment is shown in Figure 43. These figures suggest a relative stability <strong>of</strong><br />

turnover <strong>of</strong> membership in <strong>the</strong> Department.<br />

Philosophy and Law Department Research Institutes:<br />

The research institutes directly subordinate <strong>to</strong> <strong>the</strong> Department, are given below in <strong>the</strong> order<br />

<strong>of</strong> <strong>the</strong>ir founding:<br />

1. State and Law Institute in Moscow.<br />

Topornin, Boris N. Born in 1929. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since December 1987; academician in 1993. The State<br />

and Law Institute in Moscow is under <strong>the</strong> direction <strong>of</strong> Boris N. Topornin, It traces<br />

its beginnings back <strong>to</strong> <strong>the</strong> establishment <strong>of</strong> a section on Soviet Construction at <strong>the</strong><br />

Socialist <strong>Academy</strong>--<strong>the</strong> Communist <strong>Academy</strong>--in 1923 and was initially organized<br />

as <strong>the</strong> Soviet Construction Institute in 1925. It passed through several name<br />

changes and reorganizations until in 1960 its present name was finally adopted. He<br />

is presently Academician Secretary <strong>of</strong> <strong>the</strong> Philosophy, Sociology and Law<br />

Department <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong><br />

Retrospect: This institute traces its beginnings back <strong>to</strong> <strong>the</strong> establishment <strong>of</strong> a section on<br />

Soviet Construction at <strong>the</strong> Socialist <strong>Academy</strong>--<strong>the</strong> Communist <strong>Academy</strong>--in 1923<br />

and was initially organized as <strong>the</strong> Soviet Construction Institute in 1925. It passed<br />

through several name changes and reorganizations until in 1960 its present name<br />

was finally adopted. The institute is under <strong>the</strong> direction <strong>of</strong> Boris N. Topornin, an<br />

academician <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. It does research on governmental<br />

l, legal and political affairs. Its research directly affects Soviet legislation. It has a<br />

staff that includes over 100 scientists who hold <strong>the</strong> doc<strong>to</strong>ral degree and over 120<br />

who hold candidate degrees. It counts one academician and three corresponding<br />

members <strong>of</strong> <strong>the</strong> national academy among its members.<br />

Institutional structure: In addition <strong>to</strong> <strong>the</strong> four Departments in<strong>to</strong> which it is organized,<br />

<strong>the</strong> institute also maintains some 35 research sec<strong>to</strong>rs and groups. The four<br />

Departments <strong>of</strong> <strong>the</strong> institute include:<br />

(1.) <strong>the</strong>ory <strong>of</strong> <strong>the</strong> state and <strong>the</strong> law;<br />

(2.) legal problems <strong>of</strong> economic and social development;<br />

(3.) international law problems <strong>of</strong> <strong>the</strong> state and law in foreign countries, and<br />

(4.) <strong>the</strong> information Department.<br />
