Chemistry and Technology <strong>of</strong> Inorganic Materials Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since<br />

1979. Also a member <strong>of</strong> <strong>the</strong> Siberian department. Since 1977, he has been Direc<strong>to</strong>r<br />

<strong>of</strong> <strong>the</strong> Chemistry Institute in Vladivos<strong>to</strong>k, which was founded in 1970 and does<br />

research on <strong>the</strong> composition <strong>of</strong> marine foam, methods <strong>of</strong> extracting minerals from<br />

sea water, and researches <strong>the</strong> crystal structures <strong>of</strong> rare metal fluorides.<br />

13. Economic Research Institute in Khabarovsk. Established in 1976. This<br />

institute grew from an economic group <strong>of</strong> five persons who began operations in<br />

Vladivos<strong>to</strong>k in 1951, <strong>to</strong> a labora<strong>to</strong>ry <strong>of</strong> Labor Resources that broke <strong>of</strong>f from that<br />

original group and established itself in Khabarovsk in 1962, and in 1968, after <strong>the</strong><br />

growth <strong>of</strong> a group <strong>of</strong> Khabarovsk labora<strong>to</strong>ries that became part <strong>of</strong> <strong>the</strong> Far Eastern<br />

Division <strong>of</strong> <strong>the</strong> Siberian Department, was turned in<strong>to</strong> <strong>the</strong> Kabarovsk Complex<br />

Scientific Research Institute. In 1970 this institute became part <strong>of</strong> <strong>the</strong> Far Eastern<br />

Center <strong>of</strong> <strong>the</strong> AN SSSR. In July 1976, <strong>the</strong> formal organization <strong>of</strong> <strong>the</strong> Institute <strong>of</strong><br />

Economic Research was approved with <strong>the</strong> addition <strong>of</strong> branches <strong>of</strong> <strong>the</strong> institute<br />

established in Vladivos<strong>to</strong>k, Blagoveshensk, and in Petropavlosk-Kamchatskii.<br />

With <strong>the</strong>se changes, <strong>the</strong> institute and its personnel turned <strong>to</strong> regional economic<br />

development problems and <strong>the</strong> Amursk Complex Scientific Research<br />

Institute in Blagoveshensk, and <strong>the</strong> Pacific Institute <strong>of</strong> Geography located<br />

in Petropavlovsk-Kamchatskii were developed from it. The Khabarovsk Economic<br />

Research Institute coordinates <strong>the</strong> economic research activities <strong>of</strong> <strong>the</strong> academic,<br />

branch institutes and higher educational institutions in <strong>the</strong> <strong>Russian</strong> Far East. The<br />

institute has been responsible for <strong>the</strong> drafting a regional economic development<br />

plan, for pioneering programs for scientific-technical progress in <strong>the</strong> Far East, for<br />

introducing management systems improvements for a transition <strong>to</strong> a market<br />

economy, and for long-range planning <strong>to</strong> <strong>the</strong> year 2000. Its scientists are designing<br />

regional economic atlases and maps. The institute maintains an active research<br />

graduate program and a specialized council for candidate and doc<strong>to</strong>ral dissertation<br />

defenses.<br />

Structure <strong>of</strong> <strong>the</strong> institute: <strong>the</strong> institute is organized in<strong>to</strong> nine sec<strong>to</strong>rs:<br />

complex regional planning;<br />

forecasting and economic-ma<strong>the</strong>matical modeling;<br />

terri<strong>to</strong>rial management;<br />

comprehensive economic exploitation <strong>of</strong> natural resources;<br />

<strong>the</strong> standard <strong>of</strong> living and distribui<strong>to</strong>nal relations;<br />

population and applied sociology;<br />

<strong>the</strong> efficiency <strong>of</strong> new forms <strong>of</strong> foreign economic relations in <strong>the</strong> Far Eastern<br />

economic region;<br />

economic and political problems in <strong>the</strong> Asian-Pacific region, and <strong>the</strong> efficiency <strong>of</strong><br />

<strong>the</strong> comprehensive development <strong>of</strong> <strong>the</strong> Khabarovsk region.<br />

The staff <strong>of</strong> <strong>the</strong> institute includes 77 researchers <strong>of</strong> whom four hold <strong>the</strong> doc<strong>to</strong>ral and 36 <strong>the</strong><br />

candidate degree The Direc<strong>to</strong>rs <strong>of</strong> <strong>the</strong> institute have been: G. L. Tarasov (1976-78),<br />

N.: Z. Atari (1978-79), V. P. Chichkanov (1979-86), and, since 1987 Petr Ia.<br />
