substances. He is on <strong>the</strong> edi<strong>to</strong>rial board <strong>of</strong> <strong>the</strong> American journal “Antisense<br />

Research and Development.”<br />

Iakovlev, Vik<strong>to</strong>r L., D. Tech. S. Born in 1934. Mining Engineer. Specialist in mining.<br />

Corresponding member <strong>of</strong> <strong>the</strong> <strong>Academy</strong> and <strong>of</strong> <strong>the</strong> Siberian Department since 1990.<br />

From 1982 <strong>to</strong> 1984 he taught at <strong>the</strong> Sverdlovsk Mining Institute imeni V. V.<br />

Vazhrushev, and since 1987 he has taught at <strong>the</strong> Yakutsk State <strong>University</strong> where he<br />

has guided <strong>the</strong> research <strong>of</strong> nine aspirants for <strong>the</strong> candidate degree. He has written 27<br />

studies <strong>of</strong> which one is a significant monograph and he has co-authored 79<br />

publications <strong>of</strong> which four are major monographs. He is Chairman <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

Group on International Mining in <strong>the</strong> Arctic <strong>of</strong> <strong>the</strong> USA Committee, on <strong>the</strong> Scientific<br />

Council <strong>of</strong> <strong>the</strong> Siberian Department for <strong>the</strong> Mechanics, Energetics, and Mining<br />

<strong>Sciences</strong>, and he is Chairman <strong>of</strong> <strong>the</strong> Yakutsk Scientific Center <strong>of</strong> <strong>the</strong> Siberian<br />

Department <strong>of</strong> <strong>the</strong> <strong>Russian</strong> National <strong>Academy</strong>.<br />

Zakharov, Iurii A., D. Chem. S. Born in 1938. Chemist. Specialist in <strong>the</strong> chemistry <strong>of</strong><br />

solid bodies, and research in<strong>to</strong> <strong>the</strong> physical and physico-chemical structure <strong>of</strong><br />

inorganic crystals. Corresponding member <strong>of</strong> <strong>the</strong> <strong>Academy</strong> <strong>of</strong> <strong>the</strong> AN SSSR from<br />

1982. For 30 years he has worked with a large group (about 200 workers <strong>of</strong> whom<br />

five hold <strong>the</strong> doc<strong>to</strong>rate and 40 <strong>the</strong> candidate degree) studying bipolymers and <strong>the</strong><br />

fundamentals <strong>of</strong> <strong>the</strong> chemistry <strong>of</strong> solid bodies. Corresponding member since 1992.<br />

He has been rec<strong>to</strong>r <strong>of</strong> <strong>the</strong> Kemerovsk State <strong>University</strong> since 1978. He has directed<br />

<strong>the</strong> work <strong>of</strong> some 26 aspirants for <strong>the</strong> candidate degree and supervised <strong>the</strong> writing <strong>of</strong><br />

three doc<strong>to</strong>ral dissertations. He is on three major scientific councils <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

<strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> and <strong>of</strong> <strong>the</strong> Siberian Department. He supervises <strong>the</strong> scientific<br />

work <strong>of</strong> <strong>the</strong> Solid Bodies Spectroscopy Labora<strong>to</strong>ry <strong>of</strong> <strong>the</strong> Kemerovsk State<br />

<strong>University</strong>.<br />

Zherebtsov, Gelii A., D. PM. S. Born in 1938. Atmospheric Physicist. Specialist in<br />

atmospheric physics, solar-terrestrial radiation physics. Corresponding member <strong>of</strong><br />

<strong>the</strong> Oceanology, Atmospheric Physics, and Geography Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong><br />

and <strong>of</strong> <strong>the</strong> Siberian Department since 1990. Author <strong>of</strong> eight scientific works and coauthor<br />

<strong>of</strong> 130. Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Terrestrial Magnetism, Ionosphere, and Radio Wave<br />

Propagation Institute in Irkutsk. He was on <strong>the</strong> Scientific Council on widespread<br />

radiation and “Sun--Earth” <strong>of</strong> <strong>the</strong> <strong>Academy</strong>; Head <strong>of</strong> <strong>the</strong> Scientific Council on<br />

Cosmic-physical Research <strong>of</strong> <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong>, and on <strong>the</strong><br />

Coordinating Committee <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> <strong>the</strong> Radio Industry <strong>of</strong> <strong>the</strong> Soviet Union.<br />

In 1990, <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> established<br />

<strong>the</strong> Siberian Center <strong>of</strong> Solar-Terrestrial Physics in Siberia--a new international<br />

research center that combined <strong>the</strong> work <strong>of</strong> scientists in two major institutes: <strong>the</strong><br />

Terrestrial Magnetism, Ionosphere and Radio Wave Propagation Institute in Irkutsk<br />

and <strong>the</strong> Institute <strong>of</strong> Cosmophysical Research and Aeronomy in Yakutsk in <strong>the</strong><br />

establishment <strong>of</strong> this new international thrust. As Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Siberian Institute <strong>of</strong><br />

Terrestrial Magnetism, Ionosphere and Radio Wave Propagation, Dr. Zherebetsov<br />

will play a large role in <strong>the</strong> development <strong>of</strong> this new international research center. He<br />

is also <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Irkutsk Scientific Center which was established in 1992<br />

upon <strong>the</strong> former Irkutsk Eastern Siberian Branch <strong>of</strong> <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong>. The <strong>to</strong>tal personnel <strong>of</strong> <strong>the</strong> center was 5254 persons <strong>of</strong> whom 1696 were<br />

research scientists and <strong>of</strong> whom 129 held <strong>the</strong> doc<strong>to</strong>rate and 845 <strong>the</strong> candidate<br />

degree. Three academicians and nine corresponding members <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

<strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> worked in institutes <strong>of</strong> <strong>the</strong> center. The Center has under its<br />

jurisdiction 13 major scientific units including independent research institutes, one<br />

Department <strong>of</strong> a Novosibirsk institute, and a widespread Pilot Plant for <strong>the</strong> collection<br />

<strong>of</strong> scientific information at astrophysical observa<strong>to</strong>ries, geographic stations, and<br />

seismic stations. Institute scientists work closely with <strong>the</strong> higher educational<br />
