in 1981 and 1987. During this period he was engineer/designer/developer <strong>of</strong><br />

regional computerized information networks and large scale data transmission<br />

networks. He was chief <strong>of</strong> a labora<strong>to</strong>ry, <strong>of</strong> a department, and deputy direc<strong>to</strong>r and<br />

head <strong>of</strong> a Scientific Center which dealt with <strong>the</strong>se problems. Since 1973, he has<br />

been a pr<strong>of</strong>essor at <strong>the</strong> Moscow Institute for Radiotechnics, Electronics and<br />

Au<strong>to</strong>mation where he heads a Chair <strong>of</strong> Telecommunication Systems. Since 1992 he<br />

has headed <strong>the</strong> Chair <strong>of</strong> telecommunication Systems in <strong>the</strong> Moscow Technical<br />

<strong>University</strong> <strong>of</strong> Communications and Informatics. He has written and published<br />

numerous articles in Russia and abroad, eight monographs, and has registered 15<br />

inventions.]<br />

The Institute for Informatics Problems <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> (IPIAN) was<br />

set up in 1983 by <strong>the</strong> Soviet government with a mandate <strong>to</strong> undertake fundamental<br />

and applied research in computer hardware and s<strong>of</strong>tware products <strong>of</strong> general<br />

application. IPIAN belongs <strong>to</strong> <strong>the</strong> Department <strong>of</strong> Informatics, Computer Science<br />

and Au<strong>to</strong>mation <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>.<br />

The founder and first direc<strong>to</strong>r <strong>of</strong> IPIAN was <strong>the</strong> prominent scientist and Member <strong>of</strong> <strong>the</strong><br />

USSR <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>, Boris N. Naumov (1928-1988), famous as designer<br />

<strong>of</strong> <strong>the</strong> Soviet mini-computer (SM EVM) product line.<br />

Pr<strong>of</strong>essor Igor A. Mizin currently heads IPIAN.<br />

With <strong>the</strong> main premises placed in Moscow, IPIAN has branches in Kazan and Orel, as<br />

well as a joint department with <strong>the</strong> Taganrog Institute <strong>of</strong> Radiotechnology.<br />

Currently IPIAN employs approximately 600 people, including 1 Member <strong>of</strong> <strong>the</strong><br />

<strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>, 1 Corresponding Member, 14 Pr<strong>of</strong>essors and 65<br />

Doc<strong>to</strong>rs <strong>of</strong> Science.<br />

The members <strong>of</strong> <strong>the</strong> staff have been awarded 2 Lenin Prizes, 12 National Awards <strong>of</strong> <strong>the</strong><br />

USSR, 8 Prizes <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers <strong>of</strong> <strong>the</strong> USSR and 3 National Awards<br />

<strong>of</strong> <strong>the</strong> Ukraine. The Institute takes part in nationwide and international computer<br />

shows, and its employees were awarded 45 medals by <strong>the</strong> National Exhibition <strong>of</strong><br />

Economic Achievements.<br />

There are four main development areas at IPIAN:<br />

1) information technologies for general applications;<br />

2) system s<strong>of</strong>tware and s<strong>of</strong>tware <strong>to</strong>ols;<br />

3) design <strong>to</strong>ols for distributed information and telecommunications systems;<br />

4) computer hardware.<br />

IPIAN also has a strong foundation in <strong>the</strong> fundamental research on informatics problems,<br />

e.g.:<br />

representation <strong>of</strong> data and knowledge;<br />

comprehension <strong>of</strong> natural language;<br />

integration <strong>of</strong> diverse representations <strong>of</strong> information;<br />

expert systems;<br />
