The <strong>Russian</strong> <strong>Academy</strong> oversees <strong>the</strong> scientific research in this institute.<br />

Surkov, Vik<strong>to</strong>r S., D. GM. S. Born in 1926. Geologist. Geophysicist. Specialist in<br />

regional geology and geophysics. Corresponding member since 1979, and<br />

academician since December 1987--<strong>of</strong> <strong>the</strong> Geology, Geophysics Geochemistry, and<br />

Mining <strong>Sciences</strong> Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. He graduated from <strong>the</strong> Kazan State<br />

<strong>University</strong> imeni V. I. Ul’ianov-Lenin in 1950. From 1950 <strong>to</strong> 1962, he worked in<br />

<strong>the</strong> Siberia-physics Ministry <strong>of</strong> Geology <strong>of</strong> <strong>the</strong> USSR. , and was <strong>the</strong> head engineer<br />

on several scientific expeditions. In 1962, he joined <strong>the</strong> Siberian Scientific Research<br />

Institute <strong>of</strong> Geology, Geophysics and Mineral Raw Materials subordinate <strong>to</strong> <strong>the</strong><br />

Geology Ministry <strong>of</strong> <strong>the</strong> SSSR, becoming Deputy Direc<strong>to</strong>r in 1971, and Direc<strong>to</strong>r in<br />

1973. The institute researches petroleum and gas deposits in <strong>the</strong> Krasnoyarsk<br />

region. It is under <strong>the</strong> Ministry <strong>of</strong> Geology. He became General Direc<strong>to</strong>r <strong>of</strong><br />

“Sibgeo” (NPO) in 1987. He is <strong>the</strong> scientific cura<strong>to</strong>r for <strong>the</strong> Geology Ministry <strong>of</strong><br />

Russia for <strong>the</strong> regional geological and geophysical collections <strong>of</strong> Siberian and <strong>the</strong><br />

Far East. He heads <strong>the</strong> section on regional geophysics <strong>of</strong> <strong>the</strong> national council for<br />

geophysical research. He holds several medals awarded for his scientific<br />

accomplishments. He is direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Siberian Scientific Research Institute <strong>of</strong><br />

Geology, Geophysics, and Mineral Raw Materials (SSRIGGMM) which is under<br />

<strong>the</strong> Committee on Geology and Mineral Resources under <strong>the</strong> <strong>Russian</strong> Government.<br />

The Institute is located in Novosibirsk.<br />

There is a newly established National Geophysical Committee <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

Federation which works with <strong>the</strong> International Union <strong>of</strong> Geodesy and<br />

Geophysics which coordinates <strong>the</strong> work <strong>of</strong> <strong>the</strong> geophysical Center <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

<strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> with o<strong>the</strong>r world organizations. A center for geophysical<br />

computer data studies, jointly between <strong>the</strong> Schimidt Institute <strong>of</strong> Physics <strong>of</strong> <strong>the</strong> Earth<br />

and <strong>the</strong> RAS includes a Labora<strong>to</strong>ry <strong>of</strong> artificial intelligence in geophysics. The<br />

artificial intelligence group includes: Pr<strong>of</strong>essor Aleksei Ovishiani, Head <strong>of</strong> <strong>the</strong><br />

center itself; Dr. Mikhail Zhizhin as senior researcher; and Aleksandr Mikoyan,<br />

researcher. This group has cooperated with o<strong>the</strong>r centers in Europe and elsewhere<br />

<strong>to</strong> develop a World Data Center. In <strong>the</strong> Labora<strong>to</strong>ry <strong>of</strong> geoinformation systems and<br />

technologies under Dr. Andrei Eliutin, GIS techniques for seismic hazard data<br />

processing in collaboration with French labora<strong>to</strong>ries is being developed. The center<br />

also has a Labora<strong>to</strong>ry <strong>of</strong> computer telecommunications, and a Labora<strong>to</strong>ry <strong>of</strong><br />

informational support <strong>of</strong> geophysical studies.<br />
