department since 1987. He was named Head Scientific Secretary <strong>of</strong> <strong>the</strong> AN SSSR in<br />

June 1988 and holds that position under <strong>the</strong> RAS. He graduated from Sergo<br />

Ordzhonikidze Moscow Institute <strong>of</strong> Aviation in 1950 and joined <strong>the</strong> staff at <strong>the</strong><br />

Institute <strong>of</strong> Problems <strong>of</strong> Control. In 1961, he began teaching at <strong>the</strong> Moscow Institute<br />

<strong>of</strong> Radio Engineering, Electronics, and Au<strong>to</strong>mation. He became pr<strong>of</strong>essor <strong>the</strong>re in<br />

1972. From 1962 <strong>to</strong> 1975, he worked in <strong>the</strong> administrative apparatus <strong>of</strong> <strong>the</strong> Central<br />

Committee <strong>of</strong> <strong>the</strong> CPSU Communist Party. Since 1975, he has served as one <strong>of</strong> <strong>the</strong><br />

seven Deputy ministers <strong>of</strong> Higher and Secondary Specialized Education <strong>of</strong> <strong>the</strong><br />

USSR that was established in l959 and which controls over 890 institutions. Since<br />

l975, he has served as a board member <strong>of</strong> <strong>the</strong> GKNT General Assembly. In 1984,<br />

he received <strong>the</strong> USSR State Prize in Technology for his work--with o<strong>the</strong>rs--for <strong>the</strong><br />

development and introduction <strong>of</strong> management systems with <strong>the</strong> use <strong>of</strong> computers.<br />

His main works are on <strong>the</strong> <strong>the</strong>ory <strong>of</strong> au<strong>to</strong>matic control systems, <strong>the</strong> principles <strong>of</strong><br />

building and designing au<strong>to</strong>mation equipment, <strong>the</strong> selection <strong>of</strong> structures for<br />

integrated engineering systems, and <strong>the</strong> <strong>the</strong>ory <strong>of</strong> design, analysis and quality<br />

Mikaelian, Andrei L., D. Tech. S. Born in 1925. Corresponding member <strong>of</strong> <strong>the</strong><br />

Information Science, Computer Technology, and Au<strong>to</strong>mation Department since<br />

1984; academician in 1993. Toge<strong>the</strong>r with V. I. Bobrinev he proposed high capacity<br />

holographic memory devices in 1966, based on <strong>the</strong> recording <strong>of</strong> a large number <strong>of</strong><br />

holograms on <strong>the</strong> same surface (or volume) <strong>of</strong> pho<strong>to</strong>graphic material. He is currently<br />

a member <strong>of</strong> <strong>the</strong> Bureau Governing Body <strong>of</strong> <strong>the</strong> Informatics, Computer Equipment<br />

and Au<strong>to</strong>mation Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. He is also Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Optic-<br />

Neuron Institute in Moscow. (GSE 7, p. 522.)<br />

Mikhalevich, Vladimir S., D. PM. S. Born in 1930. (Economic Cybernetics). He<br />

received <strong>the</strong> State Prize for Science and Technology in 1973. Since 1973,<br />

academician <strong>of</strong> <strong>the</strong> Ma<strong>the</strong>matics, Mechanics, and Cybernetics Department <strong>of</strong> <strong>the</strong><br />

Ukrainian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. Academician <strong>of</strong> <strong>the</strong> Information <strong>Sciences</strong>,<br />

Computer Technology, and Au<strong>to</strong>mation Department <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> since<br />

1984. In 1971, he was awarded <strong>the</strong> N. M. Krylov Ukrainian SSR <strong>Academy</strong> <strong>of</strong><br />

<strong>Sciences</strong> Prize for his work on methods <strong>of</strong> optimization. In 1981, he was awarded-among<br />

a group <strong>of</strong> authors--<strong>the</strong> former Soviet Union State Prize for series <strong>of</strong> work<br />

on development and widespread introduction <strong>of</strong> modern ma<strong>the</strong>matical methods <strong>of</strong><br />

optimization published from 1962-79. Since 1982, he has been Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> V.<br />

M. Glushkov Cybernetics Institute in Kiev that was established in 1957 and given<br />

its present name in 1961. The institute researches in <strong>the</strong>oretical and economic<br />

cybernetics, computer engineering and design, system engineering, au<strong>to</strong>matic<br />

control design, biomedical cybernetics, and science policy. Awarded <strong>the</strong> V. M.<br />

Glushkov Prize for Cybernetics, Computer Machine and Systems Theory in 1984.<br />

He heads <strong>the</strong> Ukrainian Scientific Council on Cybernetics which is headquartered<br />

under <strong>the</strong> Ma<strong>the</strong>matics and Cybernetics Department <strong>of</strong> <strong>the</strong> Ukrainian <strong>Academy</strong><br />

which is chaired by Pr<strong>of</strong>essor Mikhalevich.<br />

Moiseev, Nikita N., D. PM. S. Born in 1917 in Moscow. Specialist in general<br />

mechanics and applied ma<strong>the</strong>matical sciences. Academician <strong>of</strong> <strong>the</strong> Informatics,<br />

Computer Equipment and Au<strong>to</strong>mation Department since 1984. He graduated from<br />

Moscow State <strong>University</strong> in 1941. From 1948 <strong>to</strong> 1950 he taught at <strong>the</strong> N. E.<br />

Bauman Moscow Higher Technical School. From 1950 <strong>to</strong> 1955, he taught at <strong>the</strong><br />

<strong>University</strong> <strong>of</strong> Ros<strong>to</strong>w. In 1956 he became a pr<strong>of</strong>essor at <strong>the</strong> Moscow<br />

PhysicoTechnical Institute. In 1961, he was appointed Deputy Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong><br />

computer center <strong>of</strong> <strong>the</strong> AN SSSR and still holds that post under <strong>the</strong> <strong>Russian</strong><br />

<strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. In 1969, he was also made Head <strong>of</strong> an unidentified labora<strong>to</strong>ry<br />

under <strong>the</strong> Symbolic Information Processing Department <strong>of</strong> <strong>the</strong> Computer Center in<br />

Moscow. Since 1971, he has been dean <strong>of</strong> <strong>the</strong> Management and Applied<br />

Ma<strong>the</strong>matics Faculty <strong>of</strong> <strong>the</strong> Physical Technical Institute in Moscow, under <strong>the</strong><br />
