Mel'nikov, (Melnikov) Vladimir P., D GM. S. Born in 1940. Geologist. Specialist<br />

in geocriology, geophysical methods <strong>of</strong> researching <strong>the</strong> earth’s crust. Corresponding<br />

member <strong>of</strong> <strong>the</strong> Oceanography, Atmospheric Physics and Geography Department <strong>of</strong><br />

<strong>the</strong> AN SSSR from December 1987. He graduated from Moscow Geological<br />

Prospecting Institute imeni Sergei Ordzhonikidze in 1962. He worked at <strong>the</strong>re as an<br />

engineering student, a participant in geological expeditions, a junior and senior<br />

researcher. From 1970 <strong>to</strong> 1984, he worked at <strong>the</strong> Permafrost Institute in Yakutsk<br />

where he was a senior researcher and headed (from 1984 <strong>to</strong> 1985) <strong>the</strong> Department <strong>of</strong><br />

engineering, geocriology and Deputy Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Geology and Geophysics<br />

Institute <strong>of</strong> <strong>the</strong> Siberian Department. In 1985 he was named Direc<strong>to</strong>r <strong>of</strong> Problems <strong>of</strong><br />

<strong>the</strong> North Institute in Tiumen--now called <strong>the</strong> Cryosphere <strong>of</strong> Earth Institute. He<br />

heads <strong>the</strong> national committee on permafrost, and is a leading member <strong>of</strong> <strong>the</strong> Science<br />

Coordination Council <strong>of</strong> <strong>the</strong> Soviet Union. In 1991, a new International research<br />

Center for Nor<strong>the</strong>rn Terri<strong>to</strong>ries Development in Siberia was established that links<br />

<strong>to</strong>ge<strong>the</strong>r <strong>the</strong> work <strong>of</strong> scientists <strong>of</strong> three Siberian Department Institutes: <strong>the</strong> Institute<br />

<strong>of</strong> Cryoshpere <strong>of</strong> Earth in Tiumen, <strong>the</strong> Institute <strong>of</strong> Physico-Engineering Problems <strong>of</strong><br />

<strong>the</strong> North in Yakutsk, and <strong>the</strong> Institute <strong>of</strong> Philology in Akademgorodok-<br />

Novosibirsk. As Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong> Cryosphere Earth, Mel’nikov will<br />

collaborate with <strong>the</strong> Direc<strong>to</strong>rs <strong>of</strong> <strong>the</strong> o<strong>the</strong>r two institutes in <strong>the</strong> development <strong>of</strong> this<br />

Mironov, Valerii L., D. PM. S. Born in 1938. Atmospheric physicist. He is a specialist<br />

in <strong>the</strong> field <strong>of</strong> widespread electromagnetic waves in a heterogeneous environment.<br />

Corresponding member since 1991. He is author and co-author <strong>of</strong> 126 scientific<br />

works <strong>of</strong> which 9 were discoveries and six were extensive monographs--including<br />

major works on <strong>the</strong> characteristics <strong>of</strong> radio waves. He graduated from <strong>the</strong> Tomsk<br />

State <strong>University</strong> in 1961 and from 1961 <strong>to</strong> 1970, he was an aspirant and a senior researcher<br />

at that university. From 1970 <strong>to</strong> 1980 and from 1982 <strong>to</strong> 1986 he was a<br />

senior researchers, head <strong>of</strong> a labora<strong>to</strong>ry, and Deputy Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong><br />

Atmospheric Optics <strong>of</strong> <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong> AN SSSR. He was named a<br />

pr<strong>of</strong>essor in 1981 at <strong>the</strong> Tomsk State <strong>University</strong>, and from 1986 <strong>to</strong> 1990, he was a<br />

pr<strong>of</strong>essor, and held a chair while serving as rec<strong>to</strong>r <strong>of</strong> <strong>the</strong> Altai State <strong>University</strong>.<br />

During this period he also collaborated with <strong>the</strong> Institute <strong>of</strong> Water and Ecological<br />

Problems <strong>of</strong> <strong>the</strong> Siberian Department. He has been a member <strong>of</strong> <strong>the</strong> Scientific<br />

Council on <strong>the</strong> problems on environmental surroundings <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong><br />

<strong>Sciences</strong> Presidium. From 1986 <strong>to</strong> 1990, he organized research on moni<strong>to</strong>ring <strong>the</strong><br />

environment and developed <strong>the</strong> collaborative effort between <strong>the</strong> Institute <strong>of</strong> Water<br />

and Ecological Problems and <strong>the</strong> Altai <strong>University</strong> scientists. As a pr<strong>of</strong>essor, he has<br />

guided <strong>the</strong> work <strong>of</strong> one doc<strong>to</strong>ral candidate and supervised <strong>the</strong> work <strong>of</strong> 12 aspirants<br />

for <strong>the</strong> candidate degree. He has lectured in electrodynamics, molecular physics,<br />

statistical methods in radio physics, and similar fields.<br />

Monin, Andrei S., D. PM. S. Born in 1921 in Moscow. <strong>Russian</strong> oceanographer.<br />

Corresponding member <strong>of</strong> <strong>the</strong> Oceanology, Atmospheric Physics, and Geography<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1972. He graduated from Moscow State<br />

<strong>University</strong> in 1942 and worked at <strong>the</strong> Central Forecasting Institute from 1946 <strong>to</strong><br />

1951 and at <strong>the</strong> Institute <strong>of</strong> Atmospheric Physics <strong>of</strong> <strong>the</strong> AN SSSR from 1951 <strong>to</strong><br />

1965. In 1963, he began teaching at Moscow <strong>University</strong> as a pr<strong>of</strong>essor. From 1965<br />

<strong>to</strong> April 1988, he served as Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> P. P. Shirshov Oceanology Institute in<br />

Moscow which is <strong>the</strong> largest <strong>Russian</strong> research institute for <strong>the</strong> marine sciences.<br />

Since 1977, he has been Chief <strong>of</strong> <strong>the</strong> Physics Division <strong>of</strong> <strong>the</strong> Institute, which is<br />

subordinate <strong>to</strong> <strong>the</strong> academy's Oceanology, Atmospheric Physics, and Geography<br />

department and was created in 1946. The institute was named for Shirshov in 1967.<br />
