Study Innovations in Socialist Countries. In 1983, he became chairman <strong>of</strong> <strong>the</strong><br />

Committee for Cooperation in Scientific and Technical Research in CEMA. From<br />

Oc<strong>to</strong>ber 1986 <strong>to</strong> 1991, he was President <strong>of</strong> <strong>the</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. Lenin Prize,<br />

1961; Recipient <strong>of</strong> <strong>the</strong> State Prize, 1979--for a cycle <strong>of</strong> works on <strong>the</strong> development<br />

and application <strong>of</strong> statistical modeling methods for <strong>the</strong> solution <strong>of</strong> multidimensional<br />

tasks <strong>of</strong> radiation transfer--with o<strong>the</strong>rs. In 1975, he received <strong>the</strong> A. A. Fridman<br />

Prize in recognition <strong>of</strong> his research. In 1980, he was given <strong>the</strong> M. V. Keldysh Gold<br />

Medal for his work in statistics and ma<strong>the</strong>matics. He presently heads <strong>the</strong> Institute <strong>of</strong><br />

Mel’nikov (Melnikov), Pavel I., D. GM. S. Born in 1908. Corresponding member<br />

since 1968, and academician <strong>of</strong> <strong>the</strong> Oceanology, Atmospheric Physics, and<br />

Geography Department and <strong>of</strong> <strong>the</strong> Siberian Department since 1981. Geologist.<br />

Specialist in geochronology, engineering geology, and hydrogeology. He<br />

graduated from <strong>the</strong> Leningrad Mining Institute in 1935. From 1935 <strong>to</strong> 1956, he<br />

worked as a scientific researcher at <strong>the</strong> Permafrost Station in Siberia. In 1960, he<br />

was named Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Far Eastern Department’s V. A. Obruchev Permafrost<br />

Institute, that was established in 1956 <strong>to</strong> conduct glaciological and geocryological<br />

studies and expeditions. It is subordinate <strong>to</strong> <strong>the</strong> academy's Siberian Department. He<br />

served as its Direc<strong>to</strong>r until 1988, when he received emeritus status. He has been a<br />

pr<strong>of</strong>essor at <strong>the</strong> Yakutsk State <strong>University</strong> since 1963. He was a member <strong>of</strong> <strong>the</strong><br />

branch <strong>of</strong>fice <strong>of</strong> <strong>the</strong> Oceanology, Atmospheric Physics and Geography Department<br />

<strong>of</strong> <strong>the</strong> AN SSSR from 1971. He headed <strong>the</strong> Scientific Council on <strong>the</strong> Earth’s<br />

Cryogenics from 1970. He is <strong>the</strong> recipient <strong>of</strong> numerous awards and medals. (GSE<br />

Khublarian, Martin G., D. Tech S. Corresponding member <strong>of</strong> <strong>the</strong> Oceanology,<br />

Atmospheric Physics, and Geography Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1984;<br />

academician in 1993. Since 1991, he has directed <strong>the</strong> research <strong>of</strong> <strong>the</strong> Water<br />

Problems Institute in Moscow. Since its establishment in 1967, <strong>the</strong> institute has<br />

developed some 47 ma<strong>the</strong>matical models ranging from <strong>the</strong> sedimentation in a tidal<br />

river mouth <strong>to</strong> a model and program for estimating <strong>the</strong> effect <strong>of</strong> <strong>the</strong> accumulation <strong>of</strong><br />

algae and suspensions on <strong>the</strong> temperature and gas regime <strong>of</strong> <strong>the</strong> near-surface layer<br />

<strong>of</strong> a water body. It has developed flow meters, temperature measurement<br />

<strong>the</strong>rmometers, developed some nine major methodologies for prediction and<br />

planning for water development, protection, and use, and created several large data<br />

banks containing hydrologic information in Russia and <strong>the</strong> rest <strong>of</strong> <strong>the</strong> world.<br />

Car<strong>to</strong>graphic materials that its scientists have created include an atlas <strong>of</strong> content and<br />

transfer <strong>of</strong> moisture over <strong>Russian</strong> terri<strong>to</strong>ry, bathymetric maps <strong>of</strong> <strong>the</strong> Aral Sea, a<br />

hydrographic map <strong>of</strong> <strong>the</strong> nor<strong>the</strong>rn Caspian Sea, diagrammatic maps <strong>of</strong> world water<br />

reservoirs, map <strong>of</strong> ground water flow <strong>of</strong> Central and Eastern Europe, and a map <strong>of</strong><br />

surface and ground water run<strong>of</strong>f in Mongolia derived from space pho<strong>to</strong>graphy.<br />
