Valentin A. Koptyug (Koptiug), Valentin A., an academician <strong>of</strong> <strong>the</strong> General and<br />

Technical Chemistry Department was Chairman <strong>of</strong> <strong>the</strong> Siberian Department from<br />

1980 <strong>to</strong> his untimely death in 1996. That department is second in having <strong>the</strong><br />

greatest concentration <strong>of</strong> scientific institutes and scientists in Russia. Oleg M<br />

Nefedov, Academician Secretary <strong>to</strong> <strong>the</strong> General and Technical Chemistry is a Vice<br />

President <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> for <strong>the</strong> Chemical Technical <strong>Sciences</strong>.<br />

Leading Institutes <strong>of</strong> <strong>the</strong> General and Technical Chemistry Department: By<br />

far <strong>the</strong> most significant institutes in this department are <strong>the</strong> Chemical Physics<br />

Institute, <strong>the</strong> Electrochemistry Institute, <strong>the</strong> N. D Zelinskii Organic Chemistry<br />

Institute, <strong>the</strong> Elemen<strong>to</strong>-organic Compounds Institute and <strong>the</strong> Physical Chemistry<br />

Institute--allocated in Moscow. The Macromolecular Compounds Institute is located<br />

in St. Petersburg and <strong>the</strong> Chemistry Institute in Gorkiy. The very small<br />

Petrochemical Institute listing only two scientists in 1980 is also located in<br />

Moscow.<br />

Organization <strong>of</strong> <strong>the</strong> Major Institutes: The Chemical Physics Institute moved <strong>to</strong> its<br />

present location in 1943. It is organized in<strong>to</strong> seven divisions that have 16<br />

labora<strong>to</strong>ries and three departments. The Elemen<strong>to</strong>-organic Compounds Institute is<br />

divided in<strong>to</strong> three division that have some 15 labora<strong>to</strong>ries. The Physical Chemistry<br />

Institute, founded in 1945, is complex in its structure with eight divisions and 20<br />

labora<strong>to</strong>ries. The o<strong>the</strong>r three institutes <strong>of</strong> <strong>the</strong> General and Technical Chemistry<br />

Department are <strong>of</strong> postwar vintage and include: <strong>the</strong> Macromolecular Compounds<br />

Institute in St. Petersburg, <strong>the</strong> Chemistry Institute in Gorkiy, and <strong>the</strong> Petrochemical<br />

Chemistry Institute in Moscow. The ten-year period from 1965 <strong>to</strong> 1975 was <strong>the</strong><br />

time <strong>of</strong> greatest growth for <strong>the</strong> institutes under this department.<br />

1. Physical Chemistry Institute in Moscow.<br />

Polukarov, Iurii M., D. Chem. S. Corresponding member <strong>of</strong> <strong>the</strong> General and<br />

Technical Chemistry Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1993. Since 1988, he has been<br />

Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Physical Chemistry Institute in Moscow which was founded in 1945<br />

<strong>to</strong> study corrosion, radiochemistry, electrochemistry, and ion exchange. He is<br />

presently direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong> Physical Chemistry (IPC) located in Moscow.<br />

Retrospect: While tracing its origin back <strong>to</strong> <strong>the</strong> Electrochemical labora<strong>to</strong>ry established by<br />

V. A. Kistiakovskii in 1929 in St. Petersburg, it was moved <strong>to</strong> Moscow in 1934<br />

and became <strong>the</strong> Colloid Electrochemistry Institute. It was established under its<br />

present name--<strong>the</strong> Physical Chemistry Institute in 1945. Research in <strong>the</strong> institute<br />

includes corrosion, radiochemistry, electrochemistry, and ion exchange. Iurii M.<br />

Polukarov, D. Chem. S. has been <strong>the</strong> Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> institute since 1988. Deputy<br />

Direc<strong>to</strong>rs for Scientific Research are: Pr<strong>of</strong>essor A. K. Pukaev, Corresponding<br />

member <strong>of</strong> <strong>the</strong> AN SSSR; Pr<strong>of</strong>essor V. A. Ogarev, D. Chem. S.; and, Pr<strong>of</strong>essor<br />

A. E. Chalik, D. Chem. S.; <strong>the</strong> Scientific Secretary is G. V. Fedo<strong>to</strong>v. The institute<br />

is comprised <strong>of</strong> 52 labora<strong>to</strong>ries and a large number <strong>of</strong> scientific workers and<br />
