Urals Engineering Physics Institute in Ekaterinburg (Sverdlovsk). From 1939 <strong>to</strong><br />

1947 he worked at <strong>the</strong> Metallography Institute, and at <strong>the</strong> Physics <strong>of</strong> Metals and<br />

Metallurgy <strong>of</strong> <strong>the</strong> Urals branch <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. His principal<br />

works have dealt with <strong>the</strong> <strong>the</strong>ory <strong>of</strong> <strong>the</strong> magnetic and electric properties <strong>of</strong> metals<br />

and semiconduc<strong>to</strong>rs, <strong>the</strong> <strong>the</strong>ory <strong>of</strong> ferromagnetism, and <strong>the</strong> <strong>the</strong>ory <strong>of</strong> superconductivity.<br />

He proposed <strong>the</strong> so-called polar mode(with S. P. Shubin) and <strong>the</strong> s-d<br />

model <strong>of</strong> ferromagnetics. On <strong>the</strong> basis <strong>of</strong> <strong>the</strong>se models, Vonsovskii and his<br />

colleagues have constructed a general <strong>the</strong>ory <strong>of</strong> ferromagnetics close <strong>to</strong> <strong>the</strong> Curie<br />

point, and he has explained fractional a<strong>to</strong>mic moments and some characteristics <strong>of</strong><br />

kinetic properties as well as taken in<strong>to</strong> account <strong>the</strong> effect <strong>of</strong> <strong>the</strong> multiplicity <strong>of</strong> <strong>the</strong><br />

magnetic ions <strong>of</strong> <strong>the</strong>se substances. Since 1967, he has been Deputy Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong><br />

Metals Physics Institute in Ekaterinburg (Sverdlovsk). From 1971 <strong>to</strong> 1986, he<br />

served as Chairman <strong>of</strong> <strong>the</strong> Urals Department. In 1988, he was appointed an advisor<br />

<strong>to</strong> <strong>the</strong> national academy's Presidium. In 1982, he received <strong>the</strong> S. I. Vavilov Gold<br />

Medal in recognition <strong>of</strong> his contributions <strong>to</strong> <strong>Russian</strong> science. (GSE vol. 31, p. 315,<br />

Institute which includes seven task groups on law and <strong>the</strong> individual l, law and <strong>the</strong><br />

economy, socialism and humanism, rational analysis <strong>of</strong> socialist society,<br />

philosophy <strong>of</strong> his<strong>to</strong>ry and man, participation in <strong>the</strong> political process, and social<br />

rationality and humanism. It also houses a labora<strong>to</strong>ry for collection <strong>of</strong> legal<br />

Bulashevich, Iurii P. Born in 1911 in Nizhny Novgorod, now Gorkiy. <strong>Russian</strong><br />

geophysicist. Corresponding member <strong>of</strong> <strong>the</strong> Geology, Geophysics, Geochemistry,<br />

and Mining <strong>Sciences</strong> Department <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> and <strong>of</strong> <strong>the</strong><br />

Urals Department since 1970. He graduated from <strong>the</strong> <strong>University</strong> <strong>of</strong> Kazan' in 1935<br />

and started work at <strong>the</strong> Urals Branch (now Department) <strong>of</strong> <strong>the</strong> AN SSSR. In 1958,<br />

he became <strong>the</strong> Direc<strong>to</strong>r <strong>of</strong> that department's Institute <strong>of</strong> Geophysics that since 1971<br />

has been called <strong>the</strong> Institute <strong>of</strong> <strong>the</strong> Geophysics <strong>of</strong> <strong>the</strong> Urals Department <strong>of</strong> <strong>the</strong> AN<br />

SSSR. In 1952, he became a pr<strong>of</strong>essor at <strong>the</strong> Ekaterinburg (Sverdlovsk)<br />

Pedagogical Institute and later pr<strong>of</strong>essor at <strong>the</strong> Sverdlovsk Mining Institute. His<br />

main works are in geophysical methods <strong>of</strong> studying <strong>the</strong> earth's crust and with <strong>the</strong><br />

exploration and analysis <strong>of</strong> useful mineral deposits. (GSE, 30, p. 29.)<br />

Chichkanov, Valerii P., D. Econ. S. <strong>Russian</strong> economist. Corresponding member <strong>of</strong><br />

<strong>the</strong> Economics Department and <strong>of</strong> <strong>the</strong> Urals Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since<br />

1981. From 1980 <strong>to</strong> 1987, he was Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Economics Study Institute at<br />

Khabarovsk under <strong>the</strong> Far Eastern Department that studied <strong>the</strong> economic<br />

development <strong>of</strong> <strong>the</strong> <strong>Russian</strong> Far East. In 1987, he was made Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong><br />

Economics Institute in Ekatarinburg which sprang from a research group organized<br />

in 1941, <strong>to</strong> become a Department <strong>of</strong> Economic Studies <strong>of</strong> <strong>the</strong> Urals Branch <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong> in 1951, and in 1971 <strong>of</strong> <strong>the</strong> Urals Department. In 1971, <strong>the</strong> Institute <strong>of</strong><br />

Economics <strong>of</strong> <strong>the</strong> Urals Department was reorganized. Its scientists in <strong>the</strong> past have<br />

worked closely with <strong>the</strong> State Planning Committee. The Institute studies methods <strong>of</strong><br />

improving production efficiency in <strong>the</strong> Urals region. Special attention is given <strong>to</strong><br />

energy production, capital investment policies and <strong>the</strong> introduction <strong>of</strong> new<br />
