graduated from <strong>the</strong> Novosibirsk Institute Water Transportation Engineering in 1949<br />

and from <strong>the</strong> <strong>Academy</strong> <strong>of</strong> Social sciences in 1965. He worked at <strong>the</strong> Ministry <strong>of</strong><br />

Transportation. From 1953 <strong>to</strong> 1962, he was a Communist Party Worker. In 1965,<br />

he joined <strong>the</strong> His<strong>to</strong>ry, Philology and Philosophy Institute <strong>of</strong> <strong>the</strong> Siberian Department<br />

where he served as a senior researcher, Scientific Secretary, Head <strong>of</strong> <strong>the</strong> division,<br />

and Head <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Philosophy and Sociology. In 1984, he was named<br />

Head <strong>of</strong> <strong>the</strong> entire institute. He has been a pr<strong>of</strong>essor at <strong>the</strong> Novosibirsk Party<br />

School. He is Chairman <strong>of</strong> <strong>the</strong> regional interdepartmental commission on <strong>the</strong><br />

coordination <strong>of</strong> <strong>the</strong> social-economic complex--medical-biological and linguistic research--and<br />

Head <strong>of</strong> <strong>the</strong> Council on <strong>the</strong> Siberian Department’s Sociology<br />

Association. He is an Honored Scientist <strong>of</strong> <strong>the</strong> former Soviet Union. He is an<br />

Honored Scientist <strong>of</strong> <strong>the</strong> former RSFSR. At present he is Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong><br />

Philosophy and Law in Akademgorodok which was established in 1990. Its staff<br />

includes a <strong>to</strong>tal <strong>of</strong> 93 persons, <strong>of</strong> whom one corresponding member <strong>of</strong> <strong>the</strong> RAS, one<br />

academician <strong>of</strong> <strong>the</strong> <strong>Academy</strong> <strong>of</strong> Pedagogical <strong>Sciences</strong>, 12 doc<strong>to</strong>ral degree holders<br />

and 35 candidate <strong>of</strong> science degree scientists. The balance <strong>of</strong> <strong>the</strong> staff are scientific<br />

workers. The institute is comprised <strong>of</strong> three Departments: <strong>the</strong> Department <strong>of</strong><br />

Philosophy and Sociology and <strong>the</strong> Department <strong>of</strong> Philosophy <strong>of</strong> Science, and <strong>the</strong><br />

Department <strong>of</strong> Law. He is an Honored Scientist <strong>of</strong> <strong>the</strong> former RSFSR (1986). (LDA<br />

Brushlinskiy, A. V. Corresponding member <strong>of</strong> Philosophy, Sociology and Law<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1993. He is a member <strong>of</strong> <strong>the</strong> Bureau <strong>of</strong> <strong>the</strong><br />

Department.<br />

Chekharin, Evgenii M. Born in 1924 in Gubino, Kozelsk Raion, Kaluga Oblast.<br />

<strong>Russian</strong> iurist. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong><br />

<strong>the</strong> <strong>Academy</strong> since 1976. From 1954 <strong>to</strong> 1959, he taught at Moscow State<br />

<strong>University</strong>. He has held a responsible party position since 1959. From 1972 <strong>to</strong><br />

1978, he was Rec<strong>to</strong>r <strong>of</strong> <strong>the</strong> Higher Party School <strong>of</strong> <strong>the</strong> Central Committee CPSU.<br />

He is currently a member <strong>of</strong> <strong>the</strong> Bureau <strong>of</strong> <strong>the</strong> Department. (GSE 29, p. 88.)<br />

Chkhikvadze, Vik<strong>to</strong>r M. Born in 1912 in Zestafoni Raion, Georgian SSR. <strong>Russian</strong><br />

iurist. Corresponding member since 1964. He was Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Institute <strong>of</strong> State<br />

and Law <strong>of</strong> <strong>the</strong> AN SSSR from 1964 <strong>to</strong> 1973. He was President <strong>of</strong> <strong>the</strong> International<br />

Association <strong>of</strong> Legal Science from 1968 <strong>to</strong> 1972, and Vice President <strong>of</strong> <strong>the</strong><br />

International Political Science Association from 1968 <strong>to</strong> 1970. He has been a foreign<br />

member <strong>of</strong> <strong>the</strong> Bulgarian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> since 1970. (GSE 29, p. 178.)<br />

Dmitriev, Ana<strong>to</strong>lii V., D. Phil. S. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy,<br />

Sociology and Law Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1993. In 1976, he was a Deputy<br />

Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> socioeconomic Problems Institute in St. Petersburg which was<br />

established in 1975. He is also a Deputy <strong>to</strong> <strong>the</strong> Academician Secretary <strong>of</strong> <strong>the</strong><br />

department.<br />

Kerimov, Dzhangir Ali Abbas ogly., D. Iur. S. Born in 1923 in Baku. <strong>Russian</strong><br />

iurist. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong> <strong>the</strong> AN<br />

SSSR from 1966. Since 1967, academician <strong>of</strong> <strong>the</strong> Azerbaiian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong><br />

His<strong>to</strong>ry, Economics Philosophy and Law Department. From 1951 <strong>to</strong> 1957, he<br />

headed <strong>the</strong> subdepartment <strong>of</strong> <strong>the</strong>ory and his<strong>to</strong>ry <strong>of</strong> state and law at <strong>the</strong> M. I. Kalinin<br />

Institute <strong>of</strong> Law in St. Petersburg and at <strong>the</strong> Leningrad State <strong>University</strong>. From 1957<br />

<strong>to</strong> 1959, he was a pr<strong>of</strong>essor at <strong>the</strong> Ulbricht German <strong>Academy</strong> <strong>of</strong> State and Law and<br />

at <strong>the</strong> <strong>University</strong> <strong>of</strong> Berlin in East Germany. From 1959 <strong>to</strong> 1965, he headed <strong>the</strong><br />

subdepartment <strong>of</strong> state and law at Leningrad State <strong>University</strong> and since 1968, he has<br />

served as a Prorec<strong>to</strong>r <strong>of</strong> that <strong>University</strong>. Between 1969 and 1971, he was a senior<br />

researcher at <strong>the</strong> Institute <strong>of</strong> Marxism-Leninism. Since 1971, he has headed <strong>the</strong><br />

subdepartment <strong>of</strong> <strong>the</strong> <strong>the</strong>ory <strong>of</strong> state and law at <strong>the</strong> <strong>Academy</strong> <strong>of</strong> Social sciences <strong>of</strong><br />

<strong>the</strong> CC CPSU . His works deal with <strong>the</strong> philosophical problems <strong>of</strong> iurisprudence,<br />
