In 1989, <strong>the</strong> Siberian Branch, by <strong>the</strong>n a full-fledged Department <strong>of</strong> <strong>the</strong> academy,<br />

counted 35 SRIs directly subordinate <strong>to</strong> it. In 1992, <strong>the</strong> Department counted 108<br />

scientific administrative and research units under its jurisdiction. 15<br />

The Regionalization <strong>of</strong> Scientific Research: From 1957 <strong>to</strong> 1969, major<br />

interdisciplinary scientific "centers" were established such as <strong>the</strong> first experimental<br />

center in Novosibirsk called "Akademgorodok" which set a pattern for fur<strong>the</strong>r<br />

scientific regional development. In August <strong>of</strong> 1969, following this experimentation,<br />

<strong>the</strong> Central Committee <strong>of</strong> <strong>the</strong> CPSU and <strong>the</strong> USSR Council <strong>of</strong> Ministers, by decree,<br />

adopted <strong>the</strong> principle <strong>of</strong> establishing scientific institutions in "individual l" economic<br />

regions. The Presidium <strong>of</strong> <strong>the</strong> Siberian Department with its expanded powers and<br />

support established a number <strong>of</strong> new institutes in Irkutsk, Krasnoiarsk, Yakutsk,<br />

Ulan-Ude and Tomsk. In 1970, a new center was founded--<strong>the</strong> Far Eastern<br />

Department whose control passed back <strong>to</strong> <strong>the</strong> national academy's Presidium. The<br />

Siberian Department's institutes in Vladivos<strong>to</strong>k, Khabarovsk, Magadan, Kamchatka<br />

and Sakhalin were included in this reorganization and transfer.<br />

Regional Development: In 1977, <strong>the</strong> ties with <strong>the</strong> national and regional economies <strong>of</strong><br />

<strong>the</strong> Siberian Department were streng<strong>the</strong>ned fur<strong>the</strong>r by CC CPSU decrees following<br />

a trip by Brezhnev through <strong>the</strong> area and strong recommendations by him <strong>to</strong> <strong>the</strong><br />

Central Committee. On <strong>the</strong> basis <strong>of</strong> this additional support, <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong><br />

Siberian Department established new institutes in Krasnoiarsk, Irkutsk, Yakutsk,<br />

Chita and Kemerovo, and organized 15 new extensions <strong>of</strong> <strong>the</strong> Siberian Department<br />

in various Siberian cities, built on previously existing institutes <strong>of</strong> <strong>the</strong> Novosibirsk<br />

scientific center but with a renewed emphasis upon solving urgent economic and<br />

industrial problems <strong>of</strong> <strong>the</strong> regions in which <strong>the</strong>y were located. The academy "cells,"<br />

as Koptyug called <strong>the</strong>m, may be found in Barnaul, Kemerovo, Krasnoyarsk, Kyzyl,<br />

Omsk and Tiumen'. A number <strong>of</strong> field stations also were established throughout<br />

Siberia during this period. 16<br />
