<strong>the</strong> Causes <strong>of</strong> Crime and <strong>the</strong> Development <strong>of</strong> Crime Prevention Measures. From<br />

1969 <strong>to</strong> 1973 he was Direc<strong>to</strong>r <strong>of</strong> that institute. Since l973, he has served as Direc<strong>to</strong>r<br />

<strong>of</strong> <strong>the</strong> State and Law Institute in Moscow that was established in 1938 and is<br />

Russia's most prestigious and important facility for conducting research on<br />

governmental, Legal and political affairs. Its research directly affects <strong>Russian</strong><br />

legislation. His principal works are on criminal law and criminology. Since l975, he<br />

has been Deputy Chairman <strong>of</strong> Soviet Sociological Association, Moscow. Since<br />

l983, he has served as a member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> Soviet Committee for <strong>the</strong><br />

Defense <strong>of</strong> Peace. Since l985, he has been member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong>. Since 1988, he has been <strong>the</strong> Academician Secretary <strong>of</strong> <strong>the</strong> Philosophy and<br />

Law Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. (GSE 30, p. 536.)<br />

Pa<strong>to</strong>n, Boris E., D. Tech. S. Born November 1918 in Kiev. <strong>Russian</strong> metallurgist and<br />

specialist in welding technology. Son <strong>of</strong> E. O. Pa<strong>to</strong>n. Since l958, he has been an<br />

academician <strong>of</strong> <strong>the</strong> Physical and Technical Problems <strong>of</strong> Materials Science<br />

Department <strong>of</strong> <strong>the</strong> Ukrainian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. Since l962, President <strong>of</strong> <strong>the</strong><br />

Ukrainian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. Since l962, he has been an academician <strong>of</strong> <strong>the</strong><br />

Physical Chemistry and Technology <strong>of</strong> Inorganic Materials Department <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong> (originally having been elected <strong>to</strong> <strong>the</strong> Technical <strong>Sciences</strong> Department).<br />

Since l963, he has been an elected member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. He<br />

graduated from Kiev Industrial Institute in 1941. He has been affiliated with <strong>the</strong> E.<br />

O. Pa<strong>to</strong>n Institute <strong>of</strong> Electrical Welding <strong>of</strong> <strong>the</strong> Ukrainian <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> since<br />

1942. He headed a labora<strong>to</strong>ry <strong>the</strong>re from 1942-50, was assistant Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong><br />

institute from 1950-53, and has been Direc<strong>to</strong>r since 1953. From l964, he has been a<br />

member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> Committee for Lenin Prizes and State Prizes in<br />

Science and Technology. From l977, he served as a board member <strong>of</strong> <strong>the</strong> GKNT<br />

General Assembly. His works have included: developing electro-slag welding,<br />

producing unique high-pressure vessels for <strong>the</strong> power and chemical industries and<br />

<strong>the</strong> manufacture <strong>of</strong> large assemblies for ships and hydroelectric genera<strong>to</strong>rs and for<br />

o<strong>the</strong>r purposes; developing programs for improving <strong>the</strong> welding industry in Russia<br />

and accelerating technical progress; developing special purpose smelting plants and<br />

creation <strong>of</strong> a new branch <strong>of</strong> quality metallurgy known as special-purpose electrometallurgy<br />

. He is a member <strong>of</strong> <strong>the</strong> Bulgarian (1969) and <strong>the</strong> Czechoslovakian<br />

(1973) academies <strong>of</strong> sciences. He received <strong>the</strong> State Prize in 1950; <strong>the</strong> Lenin prize in<br />

1957. In 1981, he was <strong>the</strong> recipient <strong>of</strong> <strong>the</strong> M. V. Lomonosov Gold Medal for his<br />

contributions <strong>to</strong> science. (GSE 19, p. 339.)<br />

Spirin, Aleksandr S., D. Bio S. Born in 1931 in Kaliningrad, Moscow Oblast. <strong>Russian</strong><br />

biochemist. Elected member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1988. Academician<br />

<strong>of</strong> <strong>the</strong> Biochemistry, Biophysics, and Chemistry <strong>of</strong> Physiologically y Active<br />

Compounds Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1970. He graduated from Moscow<br />

State <strong>University</strong> in 1954, where he studied under A. N. Belozerskii. From 1962 <strong>to</strong><br />

1967, he was Head <strong>of</strong> <strong>the</strong> Biochemistry Labora<strong>to</strong>ry at <strong>the</strong> A. N. Bakh Institute <strong>of</strong><br />

Biochemistry <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. Since 1967, he has headed <strong>the</strong> Pushchino Protein<br />

Research Institute, established in 1967 as one <strong>of</strong> four institutes comprising <strong>the</strong><br />

Science Research Center at Pushchino. It conducts research on protein structure and<br />

<strong>the</strong> biosyn<strong>the</strong>sis <strong>of</strong> polypeptide chains. Since 1974, he has also been Chief <strong>of</strong> <strong>the</strong><br />

Mechanisms <strong>of</strong> Protein Biosyn<strong>the</strong>sis Labora<strong>to</strong>ry <strong>of</strong> <strong>the</strong> institute. His works are in<br />

<strong>the</strong> biochemistry <strong>of</strong> nucleic acids and <strong>the</strong> biosyn<strong>the</strong>sis <strong>of</strong> proteins. Lenin Prize,<br />

Subbotin, Valerii I., D. Tech S. Born in 1919 in Baku. <strong>Russian</strong> specialist in high<br />

temperature physics. Elected member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1988.<br />

Corresponding member <strong>of</strong> <strong>the</strong> Physical Technical Problems <strong>of</strong> Power Engineering<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1968; and, academician since 1987. He graduated<br />

from Baku Industrial Institute in 1942. From 1943 <strong>to</strong> 1948, he served on <strong>the</strong> board<br />
