Distribution <strong>of</strong> Scientists as a Measure <strong>of</strong> Research Investment:<br />

While <strong>the</strong> number <strong>of</strong> scientific research institutes showed a slight increase, research<br />

priorities in Russia did not begin <strong>to</strong> change noticeably until 1990. Within <strong>the</strong><br />

institutes subordinate <strong>to</strong> a single subject matter Department, similar priorities <strong>of</strong><br />

investment in Personnel, facilities, and investment existed. When plotted against <strong>the</strong><br />

number <strong>of</strong> scientists assigned <strong>to</strong> <strong>the</strong> Lebedev Institute, for example, <strong>the</strong> numbers <strong>of</strong><br />

scientists assigned <strong>to</strong> <strong>the</strong> o<strong>the</strong>r 20 institutes under <strong>the</strong> General Physics and<br />

Astronomy Department fall dramatically. Such a personnel distribution pattern<br />

illustrates research priorities within one important academy Department. These<br />

numbers deal only with personnel assigned <strong>to</strong> <strong>the</strong> Department, not <strong>to</strong> <strong>the</strong> funding for<br />

research or operating expenses. If such numbers were <strong>to</strong> be added <strong>to</strong> <strong>the</strong> personnel<br />

assignment figures, <strong>the</strong> discrepancies between <strong>the</strong> individual scientific research<br />

institutes would be even greater. 9<br />
