a member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> Siberian Department. His principal works lie in<br />

computer science and applied ma<strong>the</strong>matics. He constructed an algorithm for <strong>the</strong><br />

numerical solution <strong>of</strong> <strong>the</strong> equations <strong>of</strong> neutron transport that has become <strong>the</strong><br />

foundation for calculating <strong>the</strong> <strong>of</strong> nuclear reac<strong>to</strong>rs. He has also conducted <strong>the</strong>oretical<br />

studies on <strong>the</strong> methods <strong>of</strong> short-term wea<strong>the</strong>r forecasting and <strong>the</strong> dynamics <strong>of</strong> <strong>the</strong><br />

atmosphere and <strong>the</strong> ocean. He is presently working on solving problems <strong>of</strong><br />

au<strong>to</strong>mated control systems. Since 1980, he has been Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Computational<br />

Ma<strong>the</strong>matics Department in Moscow, that was established in 1980 and that conducts<br />

research in applied ma<strong>the</strong>matics, long-range forecasting, <strong>the</strong> formulation <strong>of</strong><br />

ma<strong>the</strong>matical models <strong>of</strong> atmospheric and immunological systems, and <strong>the</strong><br />

development <strong>of</strong> computation methodology. Since 1980, he has been Deputy<br />

Chairman <strong>of</strong> <strong>the</strong> USSR Council <strong>of</strong> Ministers. In 1980, he served as Chairman for<br />

<strong>the</strong> exhibition <strong>of</strong> <strong>the</strong> Achievements <strong>of</strong> <strong>the</strong> National Economy. Since 1982, he has<br />

been Deputy Chairman <strong>of</strong> <strong>the</strong> Interdepartmental Council <strong>to</strong> Study Innovations in<br />

Socialist Countries. In 1983, he became Chairman <strong>of</strong> <strong>the</strong> Committee for Cooperation<br />

in Scientific and Technical Research in CEMA. From Oc<strong>to</strong>ber 1986 <strong>to</strong> 1991, he was<br />

President <strong>of</strong> <strong>the</strong> AN SSSR. Lenin Prize, 1961; Recipient <strong>of</strong> <strong>the</strong> State Prize, 1979-for<br />

a cycle <strong>of</strong> works on <strong>the</strong> development and application <strong>of</strong> statistical modeling<br />

methods for <strong>the</strong> solution <strong>of</strong> multidimensional tasks <strong>of</strong> radiation transfer--with o<strong>the</strong>rs.<br />

In 1975, he received <strong>the</strong> A. A. Fridman Prize in recognition <strong>of</strong> his research. In<br />

1980, he was given <strong>the</strong> M. V. Keldysh Gold Medal for his work in statistics and<br />

ma<strong>the</strong>matics. (GSE 15, p. 456.)<br />

Mel’nikov, (Melnikov) Pavel I., D. GM. S. Born in 1908. Corresponding member<br />

since 1968, and academician <strong>of</strong> <strong>the</strong> Oceanology, Atmospheric Physics, and<br />

Geography Department and <strong>of</strong> <strong>the</strong> Siberian Department since 1981. Geologist.<br />

Specialist in geochronology, engineering geology, and hydrogeology. He graduated<br />

from <strong>the</strong> Leningrad Mining Institute in 1935. From 1935 <strong>to</strong> 1956, he worked as a<br />

scientific researcher at <strong>the</strong> Permafrost Station in Siberia. In 1960, he was named<br />

Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Far Eastern Department’s Permafrost Institute imeni V. A. Obruchev,<br />

that was established in 1956 <strong>to</strong> conduct glaciological and geocryological studies and<br />

expeditions. It is subordinate <strong>to</strong> <strong>the</strong> academy's Siberian Department. He served as its<br />

Direc<strong>to</strong>r until 1988, when he received emeritus status. He has been a pr<strong>of</strong>essor at <strong>the</strong><br />

Yakutsk State <strong>University</strong> since 1963. He was a member <strong>of</strong> <strong>the</strong> branch <strong>of</strong>fice <strong>of</strong> <strong>the</strong><br />

Oceanology, Atmospheric Physics and Geography Department <strong>of</strong> <strong>the</strong> AN SSSR<br />

from 1971. He headed <strong>the</strong> Scientific Council on <strong>the</strong> Earth’s Cryogenics from 1970.<br />

He is <strong>the</strong> recipient <strong>of</strong> numerous awards and medals. (GSE 16, p. 103.)<br />

Sarkisian, Artem S., D. PM. S. Born in 1926. Corresponding member <strong>of</strong> <strong>the</strong><br />

Oceanology, Atmospheric Physics, and Geography Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong><br />

since 1981; academician since 1988. He is a Deputy Secretary <strong>of</strong> <strong>the</strong> Department.<br />

Since 1971, he has headed <strong>the</strong> Marine Current Dynamics Department <strong>of</strong> <strong>the</strong> P. P.<br />

Shirshov Oceanology Institute in Moscow.<br />

Vinogradov, Mikhail E., D. Bio. S. Born in 1927. Corresponding member <strong>of</strong> <strong>the</strong><br />

Oceanology, Atmospheric Physics, and Geography Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong><br />

since 1984; academician since 1993, Since 1959, he has been Head <strong>of</strong> <strong>the</strong> Plank<strong>to</strong>n<br />

Labora<strong>to</strong>ry and since 1968, he has served as Deputy Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> P. P. Shirshov<br />

Oceanology Institute in Moscow that was established in 1946 and is now <strong>the</strong> largest<br />

<strong>Russian</strong> research institute for <strong>the</strong> marine sciences. It is subordinate <strong>to</strong> <strong>the</strong> <strong>Academy</strong>'s<br />

Oceanology, Atmospheric Physics, and Geography Department. Since 1977, he has<br />

been Head <strong>of</strong> <strong>the</strong> Biology Division <strong>of</strong> <strong>the</strong> Shirshov Oceanology Institute. The<br />

Division contains: <strong>the</strong> Ben<strong>to</strong>s Labora<strong>to</strong>ry; <strong>the</strong> Biohydrochemistry Labora<strong>to</strong>ry; <strong>the</strong><br />

Marine Bioacoustics Labora<strong>to</strong>ry; <strong>the</strong> Marine Ecology Labora<strong>to</strong>ry; <strong>the</strong> Nek<strong>to</strong>n<br />

Labora<strong>to</strong>ry; <strong>the</strong> Fish Reproduction and Development Department; <strong>the</strong> Oceanic<br />

Ichthy<strong>of</strong>auna Department; and, <strong>the</strong> Plank<strong>to</strong>n Labora<strong>to</strong>ry<br />
