Energetics Institute <strong>of</strong> <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong> RAS located in Irkutsk. He<br />

is <strong>the</strong> author <strong>of</strong> 10 scientific works <strong>of</strong> which one is a major monograph on linear<br />

programming methodology. He has co-authored ano<strong>the</strong>r 80 works <strong>of</strong> which six<br />

were monographic in nature. He has advanced <strong>the</strong> <strong>the</strong>ory and method for estimating<br />

and optimizing <strong>the</strong> syn<strong>the</strong>sis <strong>of</strong> <strong>the</strong> hydraulic chain. His work is in <strong>the</strong> direction <strong>of</strong><br />

<strong>the</strong> decisive development or evolution <strong>of</strong> a syn<strong>the</strong>sis <strong>of</strong> scientific-technical<br />

disciplines <strong>of</strong> a universal ma<strong>the</strong>matical and au<strong>to</strong>mated system <strong>of</strong> research, planning,<br />

and remote control, for <strong>the</strong> functioning <strong>of</strong> heat, water, oil and gas supplies and<br />

o<strong>the</strong>r hydraulic systems. He is a leader in <strong>the</strong> development <strong>of</strong> ma<strong>the</strong>matical<br />

modeling that has had practical applications in <strong>the</strong> economy. As a pr<strong>of</strong>essor at <strong>the</strong><br />

Irkutsk State <strong>University</strong> he has guided <strong>the</strong> work <strong>of</strong> l12 aspirants for <strong>the</strong> candidate<br />

degree. He is on <strong>the</strong> scientific Council <strong>of</strong> <strong>the</strong> RAS on complex problems <strong>of</strong><br />

energetics, on <strong>the</strong> scientific councils for ma<strong>the</strong>matics, informatics, and for <strong>the</strong><br />

mechanics, energetics and mining sciences <strong>of</strong> <strong>the</strong> Siberian Department <strong>of</strong> <strong>the</strong> RAS.<br />

He is on <strong>the</strong> review board for <strong>the</strong> doc<strong>to</strong>rate <strong>of</strong> science degree for <strong>the</strong> Siberian<br />

Energetics Institute and for <strong>the</strong> Irkutsk Computer Center and is on <strong>the</strong> Presidium <strong>of</strong><br />

<strong>the</strong> Irkutsk Scientific Center.<br />

Neporozhnyy, Petr S. D. Tech S. Born in 1910 in Kiev Oblast. Corresponding<br />

member <strong>of</strong> <strong>the</strong> Physical and Technical Problems <strong>of</strong> Energetics Department <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong> since 1979. Soviet state and party leader. He was elected a member <strong>of</strong> <strong>the</strong><br />

Central Committee <strong>of</strong> <strong>the</strong> Communist Party in 1971 and 1976. From 1977, he was<br />

a board member <strong>of</strong> <strong>the</strong> General Assembly <strong>of</strong> <strong>the</strong> GKNT. He graduated from <strong>the</strong><br />

Leningrad Institute <strong>of</strong> Water Transportation in 1933. From 1933 <strong>to</strong> 1935, he served<br />

in <strong>the</strong> Soviet Navy. Designated a pr<strong>of</strong>essor in 1952. From 1935 <strong>to</strong> 1937, he<br />

worked at a design institute in Leningrad and on <strong>the</strong> construction <strong>of</strong> <strong>the</strong> Chirchik<br />

Hydroelectric power plant. From 1937 <strong>to</strong> 1940, he was in <strong>the</strong> Peoples'<br />

Commissariat for Heavy Industry, and from 1940 <strong>to</strong> 1954, he was Chief engineer<br />

and Head <strong>of</strong> a design institute in Tashkent and also Chief engineer for construction<br />

<strong>of</strong> hydroelectric power plants in <strong>the</strong> Leningrad Oblast and in <strong>the</strong> Ukraine. From<br />

1954 <strong>to</strong> 1959, he was Deputy Chief <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers <strong>of</strong> <strong>the</strong> Uk SSR and<br />

Chairman <strong>of</strong> <strong>the</strong> State Committee on Construction <strong>of</strong> <strong>the</strong> Uk SSR. From 1959 <strong>to</strong><br />

1962, he was <strong>the</strong> 1st Deputy minister <strong>of</strong> <strong>the</strong> USSR for Construction <strong>of</strong> Electric<br />

Power Plants and in 1962-63, he was Minister <strong>of</strong> Electric Power Development and<br />

Electrification <strong>of</strong> <strong>the</strong> USSR From 1963 <strong>to</strong> 1965, he served on, and after 1965 he<br />

was Chairman <strong>of</strong> <strong>the</strong> State Production Committee on Power Engineering and<br />

Electricity <strong>of</strong> <strong>the</strong> USSR--a ministerial position. He was a Deputy <strong>to</strong> <strong>the</strong> 7th, 8th and<br />

9th convocations <strong>of</strong> <strong>the</strong> Supreme Soviet. Lenin Prize, 1968. (GSE 17, p. 460.)<br />

Rutberg, Philipp G., D. Tech. S. Corresponding member <strong>of</strong> <strong>the</strong> Physical and<br />

Technical Problems <strong>of</strong> Energetics Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> in 1993. He is<br />

currently <strong>the</strong> Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Electrophysics Problems Institute in St. Petersburg. He<br />

is a member <strong>of</strong> <strong>the</strong> Department's Bureau--its governing body.<br />

Semenov, Iurii P. Corresponding member <strong>of</strong> <strong>the</strong> Physical and Technical Problems <strong>of</strong><br />

Energetics Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since December 1987. (LDA 89-11378.)<br />

Sidorenko, Vik<strong>to</strong>r A., D. Tech. S. Born in 1929. Corresponding member <strong>of</strong> <strong>the</strong><br />

Physical and Technical Problems <strong>of</strong> Energetics Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since<br />

1981. Since 1975, he has served as Chairman <strong>of</strong> <strong>the</strong> Nuclear Reac<strong>to</strong>r Division <strong>of</strong><br />

<strong>the</strong> I. V. Kurcha<strong>to</strong>v A<strong>to</strong>mic Energy Institute in Moscow.<br />

Solov’ev, Pavel A., D. Tech. S. Born in 1917. Corresponding member <strong>of</strong> <strong>the</strong> Physical and<br />

Technical Problems <strong>of</strong> Energetics Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1981.<br />

Tal’roze, Vik<strong>to</strong>r L., D. Chem. S. Born in 1922 in Tula. <strong>Russian</strong> physical chemist.<br />

Corresponding member <strong>of</strong> <strong>the</strong> Physical and Technical Problems <strong>of</strong> Energetics<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1968. He graduated from Moscow State<br />

<strong>University</strong> in 1947 and began work at <strong>the</strong> Institute <strong>of</strong> Chemical Physics <strong>of</strong> <strong>the</strong> AN<br />

SSSSR immediately. Since 1954, he also worked at <strong>the</strong> Moscow Physico-<br />
