Topornin, Boris N. Born in 1929. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law<br />

Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1987; academician in 1993. The State and Law<br />

Institute in Moscow is under <strong>the</strong> direction <strong>of</strong> Boris N. Topornin, It traces its<br />

beginnings back <strong>to</strong> <strong>the</strong> establishment <strong>of</strong> a section on Soviet Construction at <strong>the</strong><br />

Socialist <strong>Academy</strong>--<strong>the</strong> Communist <strong>Academy</strong>--in 1923 and was initially organized as<br />

<strong>the</strong> Soviet Construction Institute in 1925. It passed through several name changes<br />

and reorganizations until in 1960 its present name was finally adopted. Its research<br />

directly affects Soviet legislation. It has a staff that includes over 100 scientists who<br />

hold <strong>the</strong> doc<strong>to</strong>ral degree and over 120 who hold candidate degrees. It counts one<br />

academician and three corresponding members <strong>of</strong> <strong>the</strong> national academy among its<br />

members. The four Departments <strong>of</strong> <strong>the</strong> institute include: (1.) <strong>the</strong>ory <strong>of</strong> <strong>the</strong> state and<br />

<strong>the</strong> law; (2.) legal problems <strong>of</strong> economic and social development; (3.) international<br />

law problems <strong>of</strong> <strong>the</strong> state and law in foreign countries, and (4.) <strong>the</strong> information<br />

Department.<br />

Alekseev, Sergei S. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong><br />

<strong>the</strong> <strong>Academy</strong> and <strong>of</strong> <strong>the</strong> Urals department since 1987. Since <strong>the</strong> establishment <strong>of</strong> <strong>the</strong><br />

Philosophy and Law Institute in Ekaterinburg in 1988, he has been Direc<strong>to</strong>r <strong>of</strong> that<br />

Institute which includes seven task groups on law and <strong>the</strong> individual l, law and <strong>the</strong><br />

economy, socialism and humanism, rational analysis <strong>of</strong> socialist society, philosophy<br />

<strong>of</strong> his<strong>to</strong>ry and man, participation in <strong>the</strong> political process, and social rationality and<br />

humanism. It also houses a labora<strong>to</strong>ry for collection <strong>of</strong> legal information. (LDA 89-<br />

Asimov, Mukhamed S., D. Phil. S. Born in 1920. <strong>Russian</strong> philosopher. From 1965 <strong>to</strong><br />

1988, he was President <strong>of</strong> <strong>the</strong> Tadzhik <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong>. Since 1965, he has<br />

been an academician <strong>of</strong> <strong>the</strong> Social Science Department <strong>of</strong> <strong>the</strong> Tadzhik <strong>Academy</strong>. He<br />

has been a corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong> <strong>the</strong><br />

RAS since 1974. He graduated from <strong>the</strong> Alisher Novoi Uzbek <strong>University</strong> in 1941.<br />

From 1946 <strong>to</strong> 1952, he was assistant Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Leninabad Pedagogical<br />

Institute. He was rec<strong>to</strong>r <strong>of</strong> <strong>the</strong> Dushanbe Polytechnic Institute from 1956 <strong>to</strong> 1962.<br />

From 1962 <strong>to</strong> 1965, he was minister <strong>of</strong> public education <strong>of</strong> <strong>the</strong> Tadzhik SSR,<br />

secretary <strong>of</strong> <strong>the</strong> Central Committee <strong>of</strong> t <strong>the</strong> Tadzhikistan communist party, and<br />

Deputy Chairman <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Ministers <strong>of</strong> <strong>the</strong> Tadzhik SSR. He was a<br />

member <strong>of</strong> <strong>the</strong> Central Committee <strong>of</strong> <strong>the</strong> Tadzhik CP. He was a Deputy <strong>to</strong> <strong>the</strong> 6th<br />

convocation <strong>of</strong> <strong>the</strong> Supreme Soviet <strong>of</strong> <strong>the</strong> Tadzhik SSR and <strong>to</strong> <strong>the</strong> 7th Convocation<br />

<strong>of</strong> <strong>the</strong> Supreme Soviet <strong>of</strong> <strong>the</strong> USSR (GSE 2, p. 403.)<br />

Bikkenin, N. B. Corresponding member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong> <strong>the</strong><br />

<strong>Academy</strong> in 1993.<br />

Specialist in research on <strong>the</strong> sociological processes <strong>of</strong> <strong>the</strong> Far North, Siberia and <strong>the</strong><br />

Far East, and studies <strong>of</strong> <strong>the</strong> effectiveness <strong>of</strong> socialist development in those areas. He<br />
