management of health care facilities and personnel. This study aims to disco<strong>ve</strong>r<br />

opinions of Health Group Presidents concerning to what extent service quality is<br />

influenced by the existing practices in health care system.<br />

Questionnaires, which were distributed to 64 Health Group Presidents having<br />

participated in Health Managers Training organized by Turkish Health Institution<br />

and the General Directorate of Personnel of the Ministry of Health on 21-25 July<br />

2008 in Ankara. Data were analyzed by the SPSS 13 Program.<br />

A<strong>ve</strong>rage work life of participants is 14.9 years while a<strong>ve</strong>rage work life as managers<br />

is 6.1 years. Fifty-fi<strong>ve</strong> managers of participating managers (83.3 %) do not hold a<br />

graduate degree in management or business administration. 74.2 % of managers<br />

consider them adequate in terms of managerial skills. Family Medicine system is<br />

under implementation in 12 districts Family medicine implementation is reported<br />

to ha<strong>ve</strong> <strong>ve</strong>ry positi<strong>ve</strong> effects on health service deli<strong>ve</strong>ry in 8 provinces (66.7 %)<br />

and positi<strong>ve</strong> effects on heath service deli<strong>ve</strong>ry in 2 provinces (16.7 %). 48.5 %<br />

of participants considers that performance-based additional payment system as<br />

contributed to health care services while 40.9 % considers that the system has<br />

made outstanding contributions.<br />

It is though that in-service trainings and trainings on management, if gi<strong>ve</strong>n before<br />

health managers take up work, would impro<strong>ve</strong> quality in both management and<br />

deli<strong>ve</strong>ry of health care services. Further emphasis should be put on announcing<br />

amendments in service deli<strong>ve</strong>ry to personnel and managers, and in-service trainings<br />

should be rolled out. Inter-provincial communication should be empowered and<br />

information should be exchanged by new practices. More often, heath managers<br />

need to be informed about automation and data processing, as well as encouraging<br />

their use.<br />

1. GİRİŞ <strong>ve</strong> AMAÇ<br />

Tüm dünyada yaşanan hızlı gelişim <strong>ve</strong> değişim süreci sonucu tüm organizasyonlar<br />

tarafından yakından takip edilen <strong>ve</strong> önem <strong>ve</strong>rilen bir kavram haline gelen yönetim,<br />

son yıllarda sağlık sektöründe yapılan atılımlarla bu sektörde de oldukça önemli bir<br />

yer edinmiştir.<br />

Ülkemizde kamu sağlık kuruluşlarının <strong>ve</strong> personelin planlama <strong>ve</strong> yönetimi Sağlık<br />

Bakanlığınca yapılmaktadır. İllerde ise Sağlık Bakanlığı adına bu işi Sağlık Müdürleri,<br />

İlçelerde ise Sağlık Grup Başkanları yapmaktadır. Sağlık Bakanlığını temsil etmesi<br />

<strong>ve</strong> ilçedeki en yetkili sağlık yöneticisi olması itibariyle Sağlık Grup Başkanları önemli<br />

görevler yüklenmektedir <strong>ve</strong> bu nedenle yalnızca sağlık alanında değil yönetim<br />

alanında da tam donanımlı olması zorunludur.<br />
