W.W.II; and 82 percent afterwards. The Physical Technical and Ma<strong>the</strong>matical<br />

<strong>Sciences</strong> sec<strong>to</strong>r built only 16 percent <strong>of</strong> <strong>the</strong>ir 165 research institutes before 1946;<br />

Establishment <strong>of</strong> SRI's in Moscow Under <strong>the</strong> Direct Control <strong>of</strong><br />

Departments <strong>of</strong> <strong>the</strong> AN SSR <strong>Academy</strong>, by Decade<br />

<strong>Academy</strong> SRIs outside Moscow: As Map 3 shows, <strong>the</strong> AN SSSR controlled and <strong>the</strong><br />

RAS now controls more than <strong>the</strong> SRIs located in Moscow and in its immediate<br />

environs. It managed and manages <strong>the</strong>se o<strong>the</strong>r SRIs through <strong>the</strong> Siberian<br />

Department and <strong>the</strong> Urals and Far Eastern Departments, and <strong>the</strong> o<strong>the</strong>r geographic<br />

affiliates <strong>of</strong> <strong>the</strong> academy. Because <strong>of</strong> <strong>the</strong> great geographic distances in Russia,<br />

duplication <strong>of</strong> scientific institutions, personnel assignments, research, and<br />

equipment occurs. Much <strong>of</strong> this apparent duplication is necessary.<br />

Leadership Role <strong>of</strong> <strong>the</strong> <strong>Academy</strong>: The AN SSSR led in <strong>the</strong> scientific and technical<br />

development <strong>of</strong> <strong>the</strong> former Soviet Union. The academy structure includes <strong>the</strong> o<strong>the</strong>r<br />
