Scientific Research Funding: Funding for scientific development in <strong>the</strong> USSR grew<br />

rapidly from 1960 <strong>to</strong> 1983 with <strong>the</strong> source <strong>of</strong> funding shifting from government<br />

appropriations <strong>to</strong> an almost even mix between government and private contract<br />

sources <strong>of</strong> funding, as figure 4 illustrates. The greatest difficulty facing <strong>the</strong> <strong>Russian</strong><br />

<strong>Academy</strong> in <strong>the</strong> next few decades will be <strong>the</strong> funding its basic research programs. 8<br />
