1990, Dr. Osipov was Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Ma<strong>the</strong>matics and Mechanics Institute in<br />

Ekaterinburg. In 1990, he succeeded Marchuk as President <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Academy</strong><br />

<strong>of</strong> <strong>Sciences</strong>, a position which he continues <strong>to</strong> hold.<br />

Vice Presidents<br />

Frolov, Konstantin V. Born in 1932 in Kirov, Kalugo Oblast. <strong>Russian</strong> authority on<br />

machine vibrations. Corresponding member <strong>of</strong> <strong>the</strong> AN SSSR and <strong>the</strong> AN SSSR<br />

from 1976. Since l984, he has been an academician and since 1985, he has been<br />

academic secretary <strong>of</strong> <strong>the</strong> Problems <strong>of</strong> Machine Building, Mechanics and Control<br />

Processes Department <strong>of</strong> <strong>the</strong> academy. Since l985, he has been a Vice President <strong>of</strong><br />

<strong>the</strong> AN SSSR. In March <strong>of</strong> l986, he became a candidate member <strong>of</strong> <strong>the</strong> Central<br />

Committee <strong>of</strong> <strong>the</strong> CPSU. He graduated from <strong>the</strong> Briansk Institute <strong>of</strong> Transportation<br />

Machine Building in 1956 and joined <strong>the</strong> staff <strong>of</strong> <strong>the</strong> Institute <strong>of</strong> Machine Science<br />

(now <strong>the</strong> A. A. Blagonravov State Scientific Research Institute <strong>of</strong> Machine Science<br />

in Moscow). Since l975, he has served as <strong>the</strong> Direc<strong>to</strong>r <strong>of</strong> this institute that was<br />

established in <strong>the</strong> 1930s and that does research in <strong>the</strong> dynamics and kinetics <strong>of</strong><br />

machinery friction and wear, mechanical engineering, and strength considerations. It<br />

was jointly subordinate <strong>to</strong> <strong>the</strong> Ministry <strong>of</strong> <strong>the</strong> Machine Tool and Tool Building<br />

Industry and <strong>to</strong> <strong>the</strong> Problems <strong>of</strong> Machine Building, Mechanics, and Control<br />

Processes Department <strong>of</strong> <strong>the</strong> AN SSSR. He founded <strong>the</strong> branch <strong>of</strong> bio-mechanics<br />

dealing with <strong>the</strong> effects <strong>of</strong> exposure <strong>to</strong> machine vibrations and formulated <strong>the</strong><br />

scientific principles underlying <strong>the</strong> <strong>the</strong>ory <strong>of</strong> systems used <strong>to</strong> protect human<br />

opera<strong>to</strong>rs from such vibrations. (GSE 28, p. 390.)<br />

Il’ichev, (Ilichev) Vik<strong>to</strong>r I. Born in 1932 in <strong>the</strong> village <strong>of</strong> Tikhonovo, Vladimir<br />

Oblast. Vice President <strong>of</strong> <strong>the</strong> <strong>Academy</strong> for <strong>the</strong> Far Eastern Department since 1987.<br />

<strong>Russian</strong> hydrologist and hydro-acoustics specialist. Corresponding member <strong>of</strong> <strong>the</strong><br />

Oceanology, Atmospheric Physics, and Geography Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong><br />

since 1976 and, academician since 1981. He graduated from <strong>the</strong> <strong>University</strong> <strong>of</strong><br />

Gorkiy in 1955. Between 1955 and 1974 he was on <strong>the</strong> Acoustics Institute staff. In<br />

1974, he became Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> Pacific Ocean Oceanology Institute in Vladivos<strong>to</strong>k<br />

established in 1973 <strong>to</strong> study <strong>the</strong> complex hydro-physics <strong>of</strong> water masses, sea swell,<br />

energy exchange, and <strong>the</strong> interactions <strong>of</strong> <strong>the</strong> ocean. It is subordinate <strong>to</strong> <strong>the</strong><br />

<strong>Academy</strong>'s Far Eastern Scientific Department. Since March 1986, he has been<br />

Chairman <strong>of</strong> <strong>the</strong> Far Eastern Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong>. His works deal with<br />

acoustic and hydrodynamic cavitation, <strong>the</strong> resistance <strong>of</strong> liquids <strong>to</strong> cavitation, and<br />

marine hydrology. (GSE 30, p. 440.)<br />

Kudriavtsev, Vladimir N., D. Iur. S. Born in 1923 in Moscow. <strong>Russian</strong> iurist. Vice<br />

President <strong>of</strong> <strong>the</strong> <strong>Academy</strong> for <strong>the</strong> Social <strong>Sciences</strong> since 1988. Corresponding<br />

member <strong>of</strong> <strong>the</strong> Philosophy and Law Department <strong>of</strong> <strong>the</strong> <strong>Academy</strong> since 1974; and,<br />

academician since 1984. From 1952 <strong>to</strong> 1960 he taught and researched at <strong>the</strong> V. I.<br />

Lenin Military Political <strong>Academy</strong>. From 1960-63 he was Deputy Chief and Chief <strong>of</strong><br />

organizational inspection division <strong>of</strong> <strong>the</strong> Military Collegium <strong>of</strong> <strong>the</strong> Supreme Court <strong>of</strong><br />

<strong>the</strong> former Soviet Union In 1963 he joined <strong>the</strong> All-Union Institute for <strong>the</strong> Study <strong>of</strong><br />

<strong>the</strong> Causes <strong>of</strong> Crime and <strong>the</strong> Development <strong>of</strong> Crime Prevention Measures. From<br />

1969 <strong>to</strong> 1973 he was Direc<strong>to</strong>r <strong>of</strong> that institute. Since l973, he has served as Direc<strong>to</strong>r<br />

<strong>of</strong> <strong>the</strong> State and Law Institute in Moscow that was established in 1938 and is<br />

Russia's most prestigious and important facility for conducting research on<br />

governmental l, Legal and political affairs. Its research directly affects <strong>Russian</strong><br />

legislation. His principal works are on criminal law and criminology. Since l975, he<br />

has been Deputy Chairman <strong>of</strong> Soviet Sociological Association, Moscow. Since<br />

l983, he has served as a member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> Soviet Committee for <strong>the</strong><br />

Defense <strong>of</strong> Peace. Since l985, he has been member <strong>of</strong> <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong><br />
