TENDINŢE ŞI OPŢIUNI DE DEZVOLTARE A SISTEMULUI
INFORMAŢIONAL STRATEGIC PENTRU SPRIJINUL DECIZIONAL
AL ACŢIUNILOR MILITARE MODERNE

Rezumat: The modern military conflicts employ the informational technology as a way to
achieve economy of time, human, technical and material resources; hence information becomes
fundamental in achieving success. Through analyzing the latest conflicts, a conclusion can be drawn,
and that is that the main factors that can pose an influence over the battle’s outcome are the
weaponry and the equipment, the military personnel, doctrine and strategy and nevertheless the
information and the communications.
The need for information obtained, analyzed and transmitted “real-time” about the enemy
and terrain led to the increase of the role and importance of information and intelligence products.
The current challenges of the security environment, the accelerated development in the
information technology and communications fields, the informational globalization as well as the
nature and diversity of military actions carried out by the armed forces in a more and more
integrated and digitized space, require a reconfiguration and an efficient functioning of a system
capable to respond to the needs for information of all decision-makers, from tactical to strategic
level.
New tendencies and options in the development of strategic informational systems target the
development of operational capabilities limiting the costs and orienting towards networking of
information sources, decision-makers and executants, according to the new concepts like Network
Centric Warfare and NATO Network Enabled Capability.

Ca sistem dinamic complex, cu funcţionare în timp aproape real şi cu grad
foarte mare de automatizare, sistemul informaţional este rezultatul unei decizii de
management a structurii militare pentru care trebuie să funcţioneze şi se
caracterizează printr-o structură dezvoltată de reţele interconectate, bazate pe
utilizarea tehnologiei moderne a informaţiei şi comunicaţiilor.
Stabilirea structurii sistemului informaţional se face în concordanţă cu
organizarea, misiunile, dispunerea şi cerinţele informaţionale ale proceselor
decizionale (de comandă şi control) şi de execuţie ale structurii militare pentru care
este creat, cu metodologia adoptată pentru culegerea, transmiterea şi prelucrarea
informaţiilor, precum şi cu realizările ştiinţifice în domeniu.
Abordând sistemul informaţional din punct de vedere militar, acesta se compune
din: personalul pentru organizare şi exploatare; infrastructura organizaţională (sisteme de
informaţii, comunicaţii şi informatică); sistemul de control şi management; structura de
logistică a sistemului informaţional, incluzând şi echipamentele conexe. Cea mai mare
