Chapter 4: Use StandardsSECTION 4.2: USE-SPECIFIC STANDARDSSubsection 4.2.3: Institutional Uses4.2.3. Institutional UsesA. Day Care(1) Child Care Centers (non-residential)Child care centers, including pre-schools, shall be licensed as a child carecenter by the State, and shall comply with all State regulations for child carecenters and the following standards:(a)(b)Minimum Lot SizeA child care center shall be located upon a lot of 20,000 square feet inarea or more.Location(i)(ii)If not located in a stand-alone building, a child care center shallbe segregated (including the restrooms) from the remainingportion of the building in which it is located.New child care centers shall be located on a major arterial orcollector street.(c)(d)(e)Separation(i)Child care centers shall be at least 1,000 feet from any otherchild care center (excluding child care centers operated bycommunity centers, religious institutions, or educationalfacilities).Outdoor Play Areas(i)(ii)Outdoor play areas shall be provided, and shall:(A)(B)(C)Be located to the side or rear of buildings;Be completely enclosed by a fence that is at least fourfeet in height;Be safely segregated from parking, loading, or serviceareas; and(D) Not be operated for outdoor play activities after 8:00P.M.Outdoor play areas adjacent to a residential zone shall bescreened by a six-foot solid fence or wall along with a tenfoot-widelandscaping buffer with evergreen shrubs capable ofreaching six feet in height at maturity, planted six feet oncenter.Parking Area, Vehicular Circulation, and Drop-Off and Pick-UpThe parking areas and vehicular circulation for the child care centershall be designed to:(i)(ii)Enhance the safety of children as they arrive at and leave thefacility; andProvide a designated pickup and delivery area that includes atleast one parking space per 20 children and is located adjacentCURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE4.14
