Chapter 4: Use StandardsSECTION 4.2: USE-SPECIFIC STANDARDSSubsection 4.2.3: Institutional Uses(b)All associated facilities other than towers and associated wind turbinesshall be subject to the setback standards for the district wherelocated.(3) Tower StructureLarge wind energy facilities shall utilize monopole or self-supporting towers(4) Common ConfigurationAll towers and turbines within a single large wind energy facility shall maintainuniform design in terms of the following features:(a)(b)(c)(d)Tower type;Tower, turbine, and blade colors;The number of blades per turbine; andThe direction of blade rotation.(5) HeightThe maximum height of a large wind energy system (including the tower andextended blades) shall be 500 feet.(6) Blade ClearanceThe blade tip or vane of any large wind energy facility shall have a minimumground clearance of 75 feet above grade, as measured at the lowest point ofthe arc of the blades. No blades shall extend over public rights-of-way.(7) Unauthorized AccessAll large wind energy facilities shall incorporate anti-climbing features toprevent unauthorized climbing.(8) UtilitiesExcept for transmission lines, all utilities associated with a large wind energyfacility shall be located underground to the maximum extent practicable.(9) AppearanceThe wind turbine and tower shall be painted or finished in the color originallyapplied by the manufacturer, or a matte neutral color (e.g., gray, white, orgalvanized steel).(10) LightingNo illumination of the turbine or tower shall be allowed, unless required bythe (FAA). In the event obstruction lighting is required by the FAA, it shall beof the lowest intensity allowed, and strobes or blinking lights shall be avoided,to the maximum extent practicable.(11) Signage ProhibitedSignage visible from any public street or off-site area shall be limited to themanufacturer’s or installer’s identification, appropriate warning signs, or owneridentification.(12) SoundThe noise produced by the large wind energy facility during operation shall notexceed 55 dBA as measured at any occupied building on the property of aCURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE4.25
