Chapter 4: Use StandardsSECTION 4.2: USE-SPECIFIC STANDARDSSubsection 4.2.3: Institutional Uses(vi)CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCESeparation from Other TowersNew telecommunication towers shall not be located withinone-half-mile of an existing telecommunications tower (unlessthe towers are placed on the same lot). This standard shallnot apply to a telecommunications tower placed out of view ina building or other structure.(vii) Collocation(A)(B)No freestanding telecommunications tower shall beallowed unless it is demonstrated that no suitableexisting tower, building, or other structure within thecoverage area is available for the collocation ofantennas.New freestanding telecommunications towers shall bedesigned to accommodate the present and futureneeds of the owner and at least two comparableusers. Unused space on an existingtelecommunications tower shall be made available toother users at a fair market rental value unlessmechanical, structural, or regulatory factors preventcollocation. In determining fair market rental value,the rent paid by a current collocator under a swappingagreement need not be considered.(viii) Buffer and ScreeningA Type D buffer (see Section 5.2.6, Perimeter LandscapeBuffers) shall be provided around the perimeter of afreestanding telecommunications tower facility (includingequipment structures and guy anchor supports).(ix)(x)(xi)Security FencingTowers, guy anchor supports, and ground-based equipmentbuildings shall be enclosed by security fencing not less than tenfeet in height.InterferenceNo telecommunications tower, antenna, or supportingequipment shall disturb or diminish radio or television orsimilar reception on adjoining residentially-zoned land.Compliance with State or Federal Laws andRegulationsTowers and antennas shall meet or exceed current standardsand regulations of the Federal Aviation Administration (FAA),the Federal Communications Commission (FCC), and anyother agency of the State or Federal government thatregulates telecommunications towers and antennas.(xii) Replacement of Existing TowersExisting freestanding towers may be replaced with a newtower that increases the number of collocation opportunities,subject to the following standards:4.22
