Chapter 7: Environmental ProtectionSECTION 7.4: FLOOD DAMAGE PREVENTIONSubsection 7.4.6: Standardswhich would occur during the base flood event, and theelevated portion of the building and supporting foundationsystem shall not be subject to collapse, displacement, or otherstructural damage due to the effects of wind and water loadsacting simultaneously on all building components (structuraland non-structural). The water loading values used shall bethose associated with the base flood. The wind loading valuesused shall be those required by the North Carolina StateBuilding Code.(9) Additions or Improvements to Existing BuildingsRepairs, additions, or alterations to an existing building in the special floodhazard area shall be subject to the following standards:(a)(b)Substantial Additions or ImprovementsWhen a portion of a building within the special flood hazard area issubject to substantial additions or improvements, the entire buildingshall be made to conform with all applicable standards in Section 7.4.6,Standards, including but not limited to compliance with the base floodelevation standards.Non-Substantial Additions or Improvements(i)(ii)Pre-FIRM BuildingsAdditions or improvements to a portion of a pre-FIRMbuilding that are not substantial are not required to complywith the standards in Section 7.4.6, Standards, but must bedesigned to minimize flood damage and shall not worsen anyexisting nonconformities with respect to the building’scompliance with the flood damage prevention standards.Post-FIRM Building Additions(A) All additions to post-FIRM buildings shall comply withthe standards for new construction.(B) Additions to post-FIRM buildings with nomodifications to the existing structure other than astandard door in the common wall shall require onlythe addition to comply with the standards for newconstruction.(c)(iii)Post-FIRM Building ImprovementsImprovements qualifying as substantial improvements oralterations that worsen an existing nonconformity mustcomply with the standards for new construction.Timing of Post-FIRM Structures<strong>Development</strong> having a start of construction date of November 1, 1984shall be considered as a post-FIRM structure for the purposes of thesestandards.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE7.28
