Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSFloodproofingFLOODPROOFINGAny combination of structural and nonstructural additions, changes, or adjustments tostructures which reduce or eliminate flood damage to real estate or improved real property,water and sanitation facilities, structures, and their contents.FLOOD-RESISTANT MATERIALAny building product (material, component, or system) capable of withstanding direct andprolonged contact (minimum 72 hours) with floodwaters without sustaining damage thatrequires more than low-cost cosmetic repair. Any material that is water-soluble or is notresistant to alkali or acid in water, including normal adhesives for above-grade use, is notflood-resistant. Pressure-treated lumber or naturally decay-resistant lumbers are acceptableflooring materials. Sheet-type flooring coverings that restrict evaporation from below andmaterials that are impervious, but dimensionally unstable are not acceptable. Materials thatabsorb or retain water excessively after submergence are not flood-resistant. Please refer toTechnical Bulletin 2, Flood Damage-Resistant Materials Requirements, dated 8/08, and availablefrom the Federal Emergency Management Agency. Class 4 and 5 materials, referenced therein,are acceptable flood-resistant materials.FLOODWAYThe channel of a river or other watercourse and the adjacent land areas that must be reservedin order to discharge the base flood without cumulatively increasing the water surfaceelevation more than one foot.FLOORThe top surface of an enclosed area in a building (including the basement), such as the top ofthe slab in concrete slab construction or the top of the wood flooring in wood frameconstruction.FOOD SALES (AS AN ACCESSORY USE)The sale of prepared or processed food, snacks, baked goods, or other products intended forhuman consumption either for or not for profit, whether prepared on or off site as anaccessory or subordinate activity to the principal use.FOOTCANDLEThe amount of light that falls onto a surface as emitted by an exterior lighting device.FREEBOARDThe height added to base flood elevation to account for the many unkown factors that couldcontribute to flood heights greater than the height calculated for a selected size flood andfloodway conditions, such as wave action, blockage of bridge openings, and the hydrologicaleffect of urbanization of the watershed. The base flood elevation plus the freeboardestablishes the regulatory flood protection elevation (RFPE).FREESTANDING SIGNA sign that is attached to, erected on, or supported by some structure, such as pilings, that isnot itself an integral part of a building or other structure.FRONT (OR PRIMARY) FAÇADEThe side or elevation of a structure that contains the structure's architectural front includingthe primary customer entrance.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE10.56
