General Standards for On-Site Exterior LightingA. Hours of IlluminationInstitutional uses, commercial uses, and industrial uses that are adjacent to existingresidential development shall extinguish all exterior lighting—except lighting necessaryfor security or emergency purposes—by 10:00 P.M. or within one hour of closing,whichever occurs first. For the purposes of this subsection, lighting “necessary forsecurity or emergency purposes” shall be construed to mean the minimum amount ofexterior lighting necessary to illuminate possible points of entry or exit into astructure, to illuminate exterior walkways, or to illuminate outdoor storage areas.Lighting activated by motion sensor devices is strongly encouraged.B. ShieldingExcept for single-family detached and two-tofourfamily dwellings, all exterior luminaries,including security lighting, shall be full cut-offfixtures and directed downward, consistentwith Figure 5.4.6.B, Full Cut-Off Fixtures. Inno case shall lighting be directed above ahorizontal plane through the lighting fixture.C. Maximum HeightExcept for athletic fields or performanceareas, the height of outdoor lighting, whethermounted on poles, walls, or by other means,shall be no greater than 25 feet above grade.D.
