Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSFlood Boundary and Floodway MapFLOOD BOUNDARY AND FLOODWAY MAPAn official map issued by FEMA on which the Special Flood Hazard Areas and the floodwaysare delineated. This official map is a supplement to and shall be used in conjunction with theFlood Insurance Rate Map (FIRM).FLOOD HAZARD BOUNDARY MAP (FHBM)An official map issued by FEMA where the boundaries of the special flood hazard areas havebeen defined as Zone A.FLOOD INSURANCEThe insurance coverage provided under the National Flood Insurance Program.FLOOD INSURANCE RATE MAP (FIRM)An official map of a community, on which the Federal Emergency Management Agency hasdelineated both the special flood hazard areas and the risk premium zones applicable to thecommunity.FLOOD INSURANCE STUDYAn examination, evaluation, and determination of flood hazards, corresponding water surfaceelevations (if appropriate), flood hazard risk zones, and other flood data in a community issuedby the Federal Emergency Management Agency. The Flood Insurance Study report includesFlood Insurance Rate Maps (FIRMs) and Flood Boundary and Floodway Maps (FBFMs), ifpublished.FLOOD ZONEA geographical area shown on a Flood Hazard Boundary Map or Flood Insurance Rate Mapthat reflects the severity or type of flooding in the area.FLOODPLAIN ADMINISTRATORThe individual appointed to administer and enforce the flood damage prevention regulations.FLOODPLAIN DEVELOPMENT PERMITA type of development permit for development within a special flood hazard area reviewedand approved or denied by the Planning Director in accordance with Section 2.4.12, Floodplain<strong>Development</strong> Permit prior to the commencement of development activity.FLOODPLAIN OR FLOOD PRONE AREAAny land area susceptible to being inundated by water from the base flood. The term refers tothat area designated as subject to flooding from the base flood (One Hundred Year Flood) onthe "Flood Insurance Rate Map" prepared by the Federal Emergency Management Agency anddated November 4, 1992, and also November 2, 1992, as revised, a copy of which is on file inthe administrator's office. This area shall comprise the Floodplain Overlay Zoning Districtestablished in this ordinance.FLOODPLAIN MANAGEMENTThe operation of an overall program of corrective and preventive measures for reducing flooddamage and preserving and enhancing, where possible, natural resources in the floodplain,including, but not limited to, emergency preparedness plans, flood control works, floodplainmanagement regulations, and open space plans.FLOODPLAIN MANAGEMENT REGULATIONSThis <strong>Ordinance</strong> and other regulations, building codes, health regulations, special purposeordinances, and other applications of police power.
