Chapter 6: Subdivision and Infrastructure StandardsSECTION 6.2: REQUIRED INFRASTRUCTURESubsection 6.2.4: Fire Protection Standards(4) Sewage Treatment System(a)(b)Proposed development seeking to utilize an existing centralizedwastewater system shall furnish a letter from the utility owner and theDivision of Water Quality indicating the plant has sufficient capacity toserve the development at the time of preliminary plat or site plan, asappropriate.When a development proposes a new centralized wastewater system,the following information shall be provided:(i)(ii)(iii)State approval of the proposed wastewater system; andA wastewater operation and maintenance plan prepared by aregistered engineer that establishes performance andmonitoring requirements, a routine maintenance program, anda detailed explanation of who shall be responsible for theperpetual maintenance and upkeep of the facility;The expected life of the wastewater system and theestablishment of a reserve fund to support the continuedmaintenance, upkeep and replacement of the system.F. Water/Sewer Districts RequiredWhenever a private water and/or wastewater system is utilized to service adevelopment, a water and/or sewer district shall be established in accordance withstate law encompassing the boundaries of the development. The district shall beestablished prior to the first final plat approval and shall be structured in a manner thatwill ensure the long term viability of the water and /or wastewater system.G. Backwash or Discharge into Water BodiesExcept discharges performed by a governmental agency or approved under a statestormwater permit or in emergency situations, no discharge of water, chemicals,treated water, backwash from reverse osmosis systems, or other wastewaterdischarge shall be deposited directly or indirectly into the waters of <strong>Currituck</strong> Sound,Albemarle Sound, or their adjoining tributaries, rivers, streams, creeks, canals or otherconnecting water ways.6.2.4. Fire Protection StandardsA. General Provisions(1) Fire LanesWhere streets or rights-of-way provide insufficient access for firefighting,unobstructed fire lanes with a minimum width complying with the currentadopted version of the North Carolina State Fire Code shall be provided. Inno instance shall this standard waive the requirement for primary drive aislesconstructed in accordance with Section 5.6.8, Primary Drive Aisles, whenrequired by this <strong>Ordinance</strong>.(2) Fire Hydrants RequiredExcept for family subdivisions and subdivisions in the SFR district, everysubdivision served by a public or private central water system shall include asystem of fire hydrants sufficient to provide adequate fire protection for thebuildings located or intended to be located within the development.
