Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSDevelopment Agreement• Alteration, either physically or chemically, of the shore, bank, or channel of anystream, lake, or other body of water or alteration of any wetland;• Any land disturbing activity that adds to or changes the amount of impervious orpartially impervious cover on a land area or which otherwise decreases theinfiltration of precipitation into the soil, and• For the purposes of Section 7.4, Flood Damage Prevention, any man-made changeto improved or unimproved real estate, including, but not limited to, buildings orother structures, mining, dredging, filling, grading, paving, excavation or drillingoperations, or storage of equipment or materials.DEVELOPMENT AGREEMENTAn agreement entered into between the county and a landowner in accordance with Section2.4.18, Development Agreement.DIAMETER AT BREAST HEIGHT (DBH)The measurement of the diameter of a tree trunk over ten inches in diameter taken at a heightof four-and-one-half feet above the ground. Trees with multiple trunks should be treated asmultiple trees and the DBH for each trunk added to aggregate diameter measurement.DINNER THEATERAn eating establishment offering food to patrons while seated at tables or through a buffet linebefore, during, or after a performance by one or more actors in a theatrical production.DISPLAY BOARDThe portion of a sign where the message changes by way of lights or some other mechanicalmeans (e.g., time and temperature displays).DISPOSALAs defined in NCGS 130A-290(a)(6), the discharge, deposit, injection, dumping, spilling, leaking,or placing of any solid waste into or on any land or water so that the solid waste or anyconstituent part of the solid waste may enter the environment or be emitted into the air ordischarged into any waters, including groundwaters.DISTRIBUTION HUB FOR AGRICULTURAL PRODUCTSA place where farmers can deliver agricultural products for pick-up by consumers orwholesalers, but not including a central place operated by a farm co-op where farmers candeliver products for pick-up by consumers.DISTRICTAn area delineated on the Official Zoning Map which sets forth standards and guidelines for alldevelopment within the prescribed district.DISTRICT, OVERLAYA zoning district that encompasses one or more underlying zoning district and that imposesadditional requirements above that required by the underlying zoning district.DOCK OR PIERA structure built over or floating upon the water used as a landing place for boats or othermarine transport, fishing, swimming, and other recreational uses.
