Chapter 7: Environmental ProtectionSECTION 7.4: FLOOD DAMAGE PREVENTIONSubsection 7.4.5: Flood Certificates / CertificationsA. Elevation Certificate (FEMA Form 81-31)(1) Building Under Construction(a)(b)(c)Prior to scheduling rough in inspection, the applicant shall submit acertification of the elevation of the reference level, in relation to meansea level to the Planning Director.The Planning Director shall review the certificate and note any errors.Errors shall be corrected prior to further work proceeding. Anywork done within the seven day period or prior to submission of thereference level certification shall be at the applicant’s risk.Failure to submit the certification or make required corrections shallresult in issuance of a stop-work order for the development.(2) Finished Construction(a)(b)(c)Prior to scheduling final inspection, the applicant shall submit a final asbuiltcertification of the elevation of the reference level and allassociated utilities to the Planning Director. The Planning Directorshall review the certificate and note any errors.Errors shall be corrected by the permit holder prior to occupancy ofthe building. In some instances, an additional certification may berequired to certify the corrected as-built construction.Failure to submit the certification or make required corrections shalldelay occupancy of the building.B. Flood-Proofing Certificate (FEMA Form 81-65)(1) Applicants for new nonresidential development employing floodproofing tomeet regulatory flood protection elevation requirements within a special floodhazard area shall submit a certification of the floodproofed design elevation, inrelation to mean sea level, with supporting data, an operational plan, and aninspection and maintenance plan, to the Planning Director prior to issuance ofa Floodplain <strong>Development</strong> Permit.(2) The certification of the floodproofed design elevation of the reference leveland all attendant utilities in relation to mean sea level shall be prepared by aprofessional engineer or architect.(3) The Planning Director shall review the certificate, operational plan, andinspection and maintenance plan and note any errors.(4) Errors shall be corrected by the applicant prior to issuance of a Floodplain<strong>Development</strong> Permit.(5) Failure to submit the certification or make required corrections shall result indenial of a floodplain development permit application.(6) Failure to construct in accordance with the certified design shall be cause towithhold the issuance of a certificate of occupancy.C. Foundation CertificationIf a manufactured home is placed within A or AE flood zones, and the elevation of thechassis is more than 36 inches in height above grade, an engineered foundationCURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE7.22
