Chapter 7: Environmental ProtectionSECTION 7.4: FLOOD DAMAGE PREVENTIONSubsection 7.4.6: StandardsB. Standards for Coastal High Hazard Areas (VE Zones)VE flood zones have special flood hazards associated with high velocity waters fromstorm surges or seismic activity and, therefore, all new construction and substantialimprovements or alterations shall comply with the standards in Section 7.4.6.A,General Standards, and the following requirements:(1) CAMA Setbacks<strong>Development</strong> shall comply with all applicable CAMA setback requirements,including a location landward of the mean high tideline and the first line ofstable natural vegetation;(2) Base Flood Elevation<strong>Development</strong> shall be elevated so that the bottom of the lowest horizontalstructural member of the lowest floor (excluding pilings or columns) is nolower than the regulatory flood protection elevation (floodproofing shall notbe utilized on any structures in the VE zone);(3) Free of Obstruction<strong>Development</strong> shall ensure the space below the lowest floor remains free ofobstruction so as not to impede the flow of flood waters, with the followingexceptions:(a)(b)(c)(4) Foundations(a)(b)(c)Open wood latticework or insect screening below the lowest floor foraesthetic purposes only provided it is designed to wash away in theevent of abnormal wave action;Breakaway walls, provided they comply with the standards in Section7.4.6.A.8, Elevated Buildings; or<strong>Development</strong> constructed at grade when the grade elevation exceedsthe applicable regulatory flood protection elevation, provided itutilizes grade-beam or pile-supported slab construction.<strong>Development</strong> shall be securely anchored to pile or columnfoundations. All pilings and columns and the structure attachedthereto shall be anchored to resist flotation, collapse, and lateralmovement due to the effect of wind and water loads actingsimultaneously on all building components.A registered professional engineer or architect shall certify that thedesign, specifications and plans for construction are in compliance withthe standards in this section.In determining the load calculations:(i)(ii)Water loading values used shall be those associated with thebase flood.Wind loading values used shall be those required by thecurrent edition of the North Carolina State Building Code.(5) Use of FillFill shall not be used for structural support. Limited non-compacted and nonstabilizedfill may be used outside the perimeter of a building, provided it isdemonstrated through coastal engineering analysis that the proposed fill wouldCURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE7.29
