Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONS<strong>Ordinance</strong>ORDINANCEA document of regulations enforceable as municipal law.OUT-PARCELA lot or pad site within a commercial area or shopping center that is zoned for commercialuse and functions as a separate unit.OUTDOOR DISPLAY AND SALESThe placement of products or materials (other than vehicles) for sale outside the entrance of aretail or wholesale sales establishment.OUTDOOR STORAGEAn area for the storage of goods that have a large size, mass, or volume and are not easilymoved or carried without the use of a mechanical lifting device. This includes but is notlimited to items such as lumber, large stacks of outdoor furniture, mulch, fertilizer, equipment,and other similar uses.OUTDOOR TOUR OPERATORA company or individual that arranges travel tours associated with outdoor recreation. Thisshall include, but is not limited to, guided or independent horse, bicycle, Segway, aviation, boat,or vehicle tours. For the purposes of this definition, the term vehicle includes any selfpropelleddevice or structure used for transporting persons.OUTER BANKSThe portion of the county located on coastal barrier island.OVERLAY DISTRICTA zoning district that includes supplementary or replacement regulations to the requirementsof the underlying, base zoning district.OWNERPARAPETPARCELThe person firm or organization in whom is vested the ownership, dominion or title ofproperty. The person firm or organization who is recognized and held responsible by the lawas the owner of property.A building façade that rises above the roof level, typically obscuring a gable or flat roof as wellas any roof-mounted equipment.Any quantity of land and/or water capable of being described in definitive terms with respectto its location and boundaries. It may be established as distinct from other parcels which aredesignated by its owner or developer as land to be used or developed as a unit, or which hasbeen used or developed as a unit.PARK, PUBLIC AND PRIVATELand used for recreation, exercise, sports, education, rehabilitation, or similar activities, or aland area intended to enhance the enjoyment of natural features or natural beauty, specificallyexcluding commercially operated amusement parks.PARKING DEMAND STUDYAn analysis of the total number of parking spaces required in order to accommodate themaximum number of vehicles for parking purposes by a particular use or site at any given time,including the parking requirements for all employees, occupants, clients, and visitors.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE10.69
