Chapter 10: Definitions and MeasurementSECTION 10.4: USE CLASSIFICATIONS, USE CATEGORIES, AND USE TYPESSubsection 10.4.6: Industrial Use Classification(3) Exceptions(a)(b)(c)assembly of textiles into consumer products; woodworking andcabinet building; publishing and lithography; computer design anddevelopment; communications equipment, precision items and otherelectrical items; research, development, and testing facilities andlaboratories; sign making, assembly of pre-fabricated parts,manufacture of electric, electronic, or optical instruments or devices;manufacture and assembly of artificial limbs, dentures, hearing aids, andsurgical instruments; manufacture, processing, and packing of foodproducts, cosmetics, and manufacturing of components, jewelry,clothing, trimming decorations, and any similar item.Manufacturing of goods to be sold primarily on-site and to the generalpublic is classified as Retail Sales and Services if the manufacturing areadoes not exceed 35 percent of the development’s gross floor area.Manufacturing and production of goods from salvage material isclassified as Waste-Related Services.Manufacturing and production of goods from composting material isclassified as Waste-Related Services.D. Warehouse and Freight Movement(1) CharacteristicsThe Warehouse and Freight Movement Use Category includes use typesinvolving the storage or movement of goods for themselves or other firms orbusinesses. Goods are generally delivered to other firms or the finalconsumer, except for some will-call pickups. There is little on-site salesactivity with the customer present. Accessory uses include offices, truck fleetparking, outdoor storage, and maintenance areas.(2) ExamplesExample use types include separate storage warehouses (used for storage byretail stores such as furniture and appliance stores); distribution warehouses(used for distribution by trucking companies; cold storage plants; self-servicestorage; and outdoor storage (as a principal use).(3) Exceptions(a)(b)E. Waste-Related ServicesContractor’s offices that do not include storage yards are classified asOffices.Use types that involve the transfer or storage of solid or liquid wastesare classified as Waste-Related Services.(1) CharacteristicsThe Waste-Related Services Use Category includes use types that receivesolid or liquid wastes from others for disposal on the site or for transfer toanother location, uses that collect sanitary wastes, or uses that manufacture orproduce goods or energy from the composting of organic material orprocessing of scrap or waste material.
