Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSChild Care Centerincidental home occupation and may include the State defined family child care home and childcare center in a residence. This definition does not include day care centers, cooperativearrangements among parents (See Section 110-86 of the North Carolina General Statutes.).CHILD CARE CENTERA commercial or non-profit use licensed by the State where, at any one time, three or morechildren under the age of 13 receive child care in a building other than a residence on a regularbasis from persons other than their guardians, full-time custodians, or persons related to themby blood, marriage, or adoption. Such uses may also involve the provision of educationalservices in preparation for elementary school. This definition does not include incidental childcare, cooperative arrangements among parents, or drop-in or short-term child care providedwhile parents work part-time or participate in other activities on the premises (e.g., churches,shopping malls, hotels, health spas).CITATIONAs used in Chapter 9: Enforcement, a formal notice to a person that he or she is charged witha violation of this <strong>Ordinance</strong>, and that penalty is due.CLEAR-CUTTINGHarvesting, clearing, or removal of all or the majority of existing trees located on a lot or site.CLEAR-CUTTING PERMITA type of permit related to removal of existing trees reviewed and approved or denied by thePlanning Director in accordance with Section 2.4.13, Clear-Cutting Permit.CLUB OR LODGEA building and related facilities owned and operated by a corporation, association, or group ofindividuals established for fraternal, social, educational, recreational, or cultural enrichment ofits members and primarily not for profit, and whose members meet certain prescribedqualifications for membership and pay dues.CLUSTERED WASTEWATER SYSTEMA wastewater collection and treatment system under some form of common ownership thatcollects wastewater from two or more dwellings or buildings and conveys it to a treatmentand dispersal system located on a suitable site near the dwellings or buildings.COASTAL BARRIER RESOURCES SYSTEM (CBRS)Undeveloped portions of coastal and adjoining areas established by the Coastal BarrierResources Act (CoBRA) of 1982, the Coastal Barrier Improvement Act (CBIA) of 1990, andsubsequent revisions, and includes areas owned by federal or state governments or privateconservation organizations identified as Otherwise Protected Areas (OPA).COASTAL HIGH HAZARD AREAA special flood hazard area extending from offshore to the inland limit of a primary frontaldune along an open coast and any other area subject to high velocity wave action from stormsor seismic sources.
