Chapter 5: <strong>Development</strong> StandardsSECTION 5.1: OFF-STREET PARKING AND LOADINGSubsection 5.1.6: Alternative Parking Plans5.1.6. Alternative Parking PlansThe Planning Director is authorized to approve an alternative parking plan for developmentthat proposes alternatives to providing the number of off-street parking spaces required byTable 5.1.3.C, Minimum Off-Street Parking Standards, in accordance with the standards of thissubsection. Nothing in this subsection shall limit the utilization of one or more of thefollowing off-street parking alternatives by a single use. When required, a parking demandstudy shall be performed by a licensed professional engineer.A. Provision over the Maximum AllowedRequests to exceed more than the maximum number of off-street parking spacesrequired by Section 5.1.3.C, Maximum Number of Spaces Permitted, shall comply withthe following:(1) Parking Demand StudyRequests to exceed the maximum number of required off-street parkingspaces shall be accompanied by a parking demand study demonstrating howthe maximum number of parking spaces established in Section 5.1.3.C,Maximum Number of Spaces Permitted, is insufficient for the proposeddevelopment.(2) Minimum Amount RequiredThe maximum number of off-street spaces allowed shall be limited to theminimum number of additional spaces demonstrated as needed by therequired parking demand study, or other relevant and appropriate data.B. Shared ParkingRequests for shared parking shall comply with the following standards:(1) Location(a) Except for shared parking located within a parking structure or servedby a parking shuttle, shared parking spaces shall be located within1,000 feet of the primary entrance of all uses served.(b) Shared parking located within a parking structure or served by ashuttle shall be located within 2,000 feet of the primary entrance of alluses served.(c) Shared parking spaces shall not be separated from the use they serveby a major arterial or collector street, unless the shared parking areaor parking structure is served by an improved pedestrian crossing.(2) Pedestrian AccessAdequate and safe pedestrian access shall be provided from and to the sharedparking areas.(3) TimingTwo or more uses sharing parking spaces shall have staggered peak usagetimes.(4) Maximum Shared SpacesThe maximum reduction in the number of parking spaces required for all usessharing the parking area shall be 50 percent.
