Chapter 5: <strong>Development</strong> StandardsSECTION 5.2: LANDSCAPING STANDARDSSubsection 5.2.6: Perimeter Landscape Buffers(1) Visual ScreenPerimeter landscaping for vehicular use areas shall form a visual screen with aminimum height of 36 inches above grade (within three years of planting),excluding required sight clearances at driveways and near intersections.(2) Protection of Landscaping StripThe perimeter landscaping strip shall be protected from vehicular damage bythe installation of curbing, wheel stops, extra width in the landscaping strip, orother method approved by the Planning Director. Nothing shall prohibit theuse of a perimeter landscaping strip as a stormwater management device.(3) LocationPerimeter landscaping strips shall be located on the property, and shall beplaced to screen vehicular use areas from off-site views while assuring visibilityand safety of pedestrians on the public street, as well as those within thevehicular use area.(4) Minimum WidthThe minimum width of a perimeter landscaping strip serving a vehicular usearea shall be five feet.(5) Required Materials(a)(b)(c)Evergreen shrubs, beach grass, or a combination of the two shall beused to form the visual screen in the perimeter landscaping strip.Shrubs or grasses shall be planted with a maximum on-center spacingof five feet. On-center spacing may be increased to eight feet whenthe vehicular use area abuts vacant land. The on-center spacingrequirement may be varied through approval of an AlternativeLandscape Plan (see Section 5.2.9).Portions of a perimeter landscaping strip not occupied by shrubs orgrasses shall include appropriate ground cover.D. Shading RequirementsNo parking space shall be separated from the trunk of a canopy tree by more than 60feet. Perimeter vehicular use area landscaping, other required landscaping, or existingvegetation may be used to meet this requirement.E. Additional StandardsWhere two or more off-street surface parking lots are located adjacent to oneanother, but upon different lots, no vehicular use area perimeter landscaping strip shallbe required between the two parking lots. Nothing in this section shall be construedto waive the requirement for perimeter landscape buffers in Section 5.2.6.5.2.6. Perimeter Landscape BuffersA.
