Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSCrematoryCREMATORYA facility containing furnaces for the reduction of dead bodies to ashes by fire.CROSS-ACCESSVehicular access provided between the vehicular use areas of two or more development sitesor parcels of land intended to allow travel between the sites without the use of a public orprivate street.CROSSWALKA right-of-way dedicated to public use which cuts across a block to facilitate pedestrian accessto adjacent streets and properties.CUL-DE-SACA short street having but one end open to traffic and the other end being permanentlyterminated by a vehicular turnaround.CULTURAL FACILITYEstablishments such as zoological gardens, conservatories, planetariums, or other similar usesof an historic, educational, or cultural interest, which are not operated for profit.CUPOLAA domelike structure on top of a roof or dome, often used as a lookout or to admit light andair.DECENTRALIZED WASTEWATER SYSTEMAn on-site or cluster system used to collect, treat, and disperse or reclaim wastewater from asmall service area.DECKA structure, without a roof, directly adjacent to a principal building which has an averageelevation of 30 inches or greater from finished grade.DESIGN FLOOD ELEVATIONSee “Regulatory flood protection elevation (RFPE)”.DEVELOPERThe legal or beneficial owner or owners of a lot or of any land included in a proposeddevelopment, including the holder of an option or contract to purchase or other personshaving enforceable proprietary interests in such land.DEVELOPMENTThe initiation, construction, change, or enlargement of any use or structure, the disturbance ofland through the removal of trees or ground cover, or the division of land into two or moreparcels. “<strong>Development</strong>” shall include, but not be limited to, the following:• Construction or enlargement of a building or structure;• Change in the type of use of a building, structure, or land;• Material increase in the intensity of use of land, such as an increase in the numberof businesses, offices, manufacturing establishments, or dwelling units located in abuilding or structure or on the land;• Commencement or expansion of resource extraction, agricultural, horticultural,or forestry activities on a parcel of land;• Demolition of a structure or the removal of trees from a parcel of land;• Deposition of refuse, solid or liquid waste, or fill on a parcel of land;CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE10.48
