Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSPILASTERPILASTERA rectangular column with a capital and base that is attached or affixed to a wall as anornamental design feature.PLANNED DEVELOPMENTWhen used to describe a type of development, a tract of land that is planned and developed asan integral unit in accordance with a master plan and flexible development standards thatillustrate and address land uses, circulation, utilities, parking, setbacks, housing densities, landcoverage, landscaping and buffers, open space, and similar features of the project.When used as a process, terms describe type of zoning district change procedure reviewedand approved or denied by the Board of Commissioners in accordance with Section 2.4.5,Planned Development.PLANNED UNIT DEVELOPMENTA master-planned development under unified control that allows a variety of different usetypes and development configurations reviewed and approved by the county under previousversions of the unified development ordinance.PLANNED UNIT DEVELOPMENT OVERLAYThe overlay zoning district used to designate areas where planned unit development ispermitted.PLANNING BOARDThe Currituck County Planning Board, established by ordinance in accordance with the NorthCarolina General Statutes.PLANNING DIRECTORThe Planning Director of Currituck County, or a designee.PLANTING SEASONThe dormant time of the year for trees beginning with leaf drop and ending with bud break;generally late fall to early spring.PLANTING STRIPAreas intended for the placement of vegetation within the interior of vehicular use areas oralong street right-of-way edges, typically between the back of the curb and the inside edge ofthe sidewalk.PLAYGROUNDLand which is improved with active recreation equipment and areas such as swings, gym bars,and other similar equipment.PLAZAAn open area which is available to the public for gathering, walking, seating, and eating.POLICE, FIRE, OR EMS FACILITYA facility for the provision of local rapid response emergency services such as firefighting andmobile medical emergency services, including areas for the storage and maintenance ofemergency vehicles, and equipment and facilities for the housing and feeding of emergencypersonnel while on duty.PORCHA covered projection (can be glazed or screened) from the main wall of a building, with aseparate roof, that is not used for livable space.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE10.72
