Chapter 4: Use StandardsSECTION 4.2: USE-SPECIFIC STANDARDSSubsection 4.2.3: Institutional Uses(iii) Minimize the total number of new towers throughout thecounty;(iv) Strongly encourage the joint use of new and existing towersites as a primary option rather than construction of additionalsingle-use towers;(v) Encourage the location of towers and antennas in areas wherethe adverse impact on the community is minimal;(vi) Encourage towers and antennas to be carefully sited, designed,and screened to minimize their adverse visual impact;(vii) Enhance the ability of the providers of telecommunicationsservices to provide such services to the community quickly,effectively, and efficiently;(viii) Consider the public health and safety concerns ofcommunication towers and antennas; and(ix) Encourage the use of engineering and careful siting of towerstructures to avoid potential damage to adjacent propertiesfrom tower failure.(b)(c)(d)ApplicabilityAll new telecommunications facilities, whether a principal or accessoryuse, shall comply with these standards unless specifically exempted inSection 4.2.3.H.2.c, Exemptions.ExemptionsThe following shall be exempt from the standards of this section (butshall be required to comply with other relevant standards in this<strong>Ordinance</strong>, such as accessory use or design standards):(i)(ii)(iii)(iv)(v)Satellite dish antennas.Receive-only television or radio antennas for noncommercialuse.Antennas legally operated by FCC-licensed amateur radiooperators.Emergency communication towers owned by the county orother public agency that are used wholly or in part for publicsafety or emergency communication purposes.Emergency communication towers owned by a volunteer firedepartment that are used wholly or in part for public safety oremergency communication purposes.Freestanding TowersFreestanding telecommunications towers, whether as a principal oraccessory use, shall comply with the following standards:(i)Safety(A)Before obtaining a building permit, the applicant shallsubmit to the <strong>County</strong> Engineer engineering drawingsfor the tower, sealed by a licensed engineer, thatinclude a statement that the tower will meet allCURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE4.20
