Chapter 6: Subdivision and Infrastructure StandardsSECTION 6.4: CONSERVATION SUBDIVISIONSubsection 6.4.3: Procedure6.4.3. Procedure<strong>Development</strong> utilizing the conservation subdivision option shall be approved as a majorsubdivision in accordance with the procedures and standards in Section 2.4.8.E, MajorSubdivision, after approval of a conservation and development plan in accordance with thissection.A. Conservation and <strong>Development</strong> PlanPrior to review of an application for preliminary plat approval for a conservationsubdivision, an applicant shall have a conservation and development plan for the landreviewed and approved, or approved with conditions by the Planning Director inaccordance with this section and the standards of Section 6.4.4, ConservationSubdivision Standards, and Section 6.4.5, Delineation of Conservation Areas and<strong>Development</strong> Areas.B. Conservation and <strong>Development</strong> Plan Requirements(1) Step 1—Site Analysis MapThe applicant shall prepare a site analysis map that provides information aboutexisting site conditions and context, and that comprehensively analyzesexisting conditions both on the land proposed for the development site and onland within 500 feet of the site, and submit the site analysis map to thePlanning Director. It is the intent of this section that the information requiredto be presented in the site analysis map be produced primarily from existingsources, maps, and data.(2) Step 2—Site InspectionAfter receipt of the site analysis map, the Planning Director shall schedule asite inspection of the land with the applicant. The applicant or the applicant’srepresentative shall attend the site inspection with a county staff member.The purpose of this site visit is to:(a)(b)(c)CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCEFamiliarize the county staff with the existing site conditions and naturaland historic features of the site;Identify potential site development issues; andProvide an opportunity to discuss site development concepts,including the general layout of conservation areas and potentiallocations for proposed structures, utilities, streets, and otherdevelopment features. Comments made by the Planning Director orother county staff during the site inspection shall be interpreted asbeing only suggestive. No official decision on the conservation anddevelopment plan shall be made during the site inspection.(3) Step 3—Conservation and <strong>Development</strong> Areas MapBased on the site analysis map and the information obtained during the siteinspection, the applicant shall prepare a conservation and development areasmap that depicts proposed primary conservation areas, secondaryconservation areas, and development areas, in accordance with Section 6.4.5,Delineation of Conservation Areas and <strong>Development</strong> Areas.(4) Step 4—Conservation and <strong>Development</strong> PlanBased on the site analysis map, the information obtained during the siteinspection, and the conservation and development areas map, the applicant6.26
