Chapter 5: <strong>Development</strong> StandardsSECTION 5.1: OFF-STREET PARKING AND LOADINGSubsection 5.1.7: Bicycle Parking(4) Limitations on Reserve AreasAreas reserved for future parking shall be brought to the finished grade andshall not be used for buildings, storage, loading, or other purposes requiringbuildings or permanent structures.(5) Landscaping RequiredAreas reserved for future parking shall be landscaped with an appropriateground cover, and shall comply with all relevant landscaping standards of this<strong>Ordinance</strong>.E. Valet and Tandem ParkingAn off-street parking program utilizing limited valet and tandem parking may beallowed for uses listed under the commercial use classification in Table 5.1.3.C,Minimum Off-Street Parking Standards, in accordance with the following standards:(1) The development served shall provide 75 or more parking spaces;(2) No more than 30 percent of the total number of spaces shall be designated astandem; and(3) A valet parking attendant must be on duty during hours of operation.F. Alternative MaterialsThe use of pervious or semi-pervious parking area surfacing materials—including, butnot limited to, “grass-crete,” “turfstone,” porous concrete, seashells, or recycledmaterials such as glass, rubber, used asphalt, brick, block, and concrete—may beapproved by the <strong>County</strong> Engineer for the required vehicular surface area on a site,provided such areas are properly maintained. Where possible, such materials shouldbe used in areas proximate to and in combination with on-site stormwater controldevices or tree protection measures (see Figure 5.1.6, Alternative Materials).Figure 5.1.6, Alternative Materials5.1.7. Bicycle ParkingLots located within a Full Servicearea (as depicted in the Land UsePlan), used for residentialdevelopment with 30 or moredwelling units and nonresidentialdevelopment with 5,000 or moresquare feet of gross floor area shallprovide individual or shared bicycleparking facilities in accordance withthe following standards.Nonresidential uses of up to 30,000square feet in size may share bicycleparking facilities in accordance withthis section.A.
