Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSImpervious SurfaceIMPERVIOUS SURFACEA surface composed of any material that significantly impedes or prevents natural infiltration ofwater into the soil. Impervious surfaces include, but are not limited to: non-vegetated roofs,structures, swimming pools, streets, parking areas, sidewalks, driveways, and any concrete,asphalt, or compacted gravel surface.IMPROVEMENTAs used in Section 7.4, Flood Damage Prevention, any repairs, reconstruction, or rehabilitationof a building.INCINERATORA facility that burns refuse at high temperatures to reduce the volume of waste.INGRESSAccess or entry to a building or site.INSPECTIONS DIRECTORThe Director of Inspections for <strong>Currituck</strong> <strong>County</strong>, North Carolina, or a designee.INTERNALLY ILLUMINATED NEON SIGNA sign where the source of illumination is inside the sign and light emanates through themessage of the sign, rather than being reflected off the surface of the sign from an externalsource. Without limiting the generality of the foregoing, signs that consist of or contain tubesthat (i) are filled with neon or some other gas that glows when an electrical current passesthrough it and (ii) are intended to form or constitute all or part of the message of the sign,rather than merely providing illumination to the parts of the sign that contain the message,shall also be considered an internally illuminated sign.INTERPRETATIONAn interpretation of this <strong>Ordinance</strong>, the Official Zoning Map, or conditions of approval madein writing by the Planning Director or designee in accordance with the standards in Section2.4.16, Interpretation.JUNKOld or scrap copper, brass, rope, rags, batteries, paper, trash, rubber, debris, waste, or junked,dismantled, or wrecked automobiles, or parts thereof, iron, steel, and other old or scrapferrous or nonferrous material. Junk does not include materials used for recycling purposes aspart of an approved recycling center (processing or transfer).JUNKYARDAn establishment or place of business which is maintained, operated or used for sorting,keeping, buying or selling junk or recoverable materials.KENNELFor the purposes of section 7.4, Flood Damage Prevention, any non-residential property usedfor the storage, collection, and/or recycling of any type of equipment, and including but notlimited to vehicles, appliances and related machinery.A facility where dogs, cats, or other domestic animals over six months of age are kept, raised,sold, boarded, bred, shown, treated, or groomed.
