Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSSoild waste disposal SiteSOILD WASTE DISPOSAL SITEFor the purposes of Flood Damage Prevention, any place at which solid wastes are disposed ofby incineration, sanitary landfill, or any other method.SPECIALTY EATING ESTABLISHMENTEstablishments selling specialty food items that normally do not constitute a full meal, includingbut not limited to: ice cream parlors, dessert cafes, snack shops, juice and coffee houses, andbakeries.SPECIAL EVENTA planned, temporary activity required subject to review and approval of a temporary usepermit by the county.SPECIAL FLOOD HAZARD AREAThe land in the floodplain (including the floodway and the non-encroachment area) subject to aone percent or greater chance of flooding in any given year.STABLESTADIUMA facility for the keeping of horses for the private use of the residents of the lot. Such facilitymay include the commercial boarding of horses and an instructor engaged for the purpose ofeducating and training students in equitation.See “Arena”.START OF CONSTRUCTIONFor the purposes of Section 7.4, Flood Damage Prevention, the date the building permit wasissued, provided the actual start of construction, repair, reconstruction, rehabilitation, additionplacement, or other improvement was within 180 days of the permit date. The actual startmeans either the first placement of permanent construction of a structure on a site, such asthe pouring of slab or footings, the installation of piles, the construction of columns, or anywork beyond the stage of excavation; or the placement of a manufactured home on afoundation. Permanent construction does not include land preparation, such as clearing,grading, and filling; nor does it include the installation of streets and/or walkways; nor does itinclude excavation for a basement, footings, piers, or foundations or the erection of temporaryforms; nor does it include the installation on the property of accessory buildings, such asgarages or sheds not occupied as dwelling units or not part of the main structure.
