General RequirementsIn addition to the site landscaping, vehicular use area landscaping, and perimeter bufferstandards in this section, screening shall be required to conceal specific areas of highvisual or auditory impact or hazardous areas from both on-site and off-site views (seeFigure 5.2.7, Screening Methods). Such areas shall be screened at all times, unlessotherwise specified, regardless of adjacent uses, districts, or other proximatelandscaping material.C. Items to Be ScreenedThe following areas shall be screened from off-site views in accordance with thissection:(1) Large waste receptacles (dumpsters) and refuse collection points (includingcardboard recycling containers);Figure 5.2.7, Screening Methods(2) Loading docks or bays;(3) Outdoor storage areas, in accordance with Section 4.3.3.P;(4) To the extent feasible given access requirements, ground-based utilityequipment in excess of 12 cubic feet; and(5) Ground level mechanical units, from public streets only.D. Screening MethodsThe following items are permitted for use as screening materials. Streetscape(1) Vegetative materials that meet the minimum vegetative screeningrequirements for a Type D buffer (see Table 5.2.6.A, Buffer Types) and thesize standards in the Administrative Manual;(2) An earthen berm that is at least two feet in height, covered with grass, andplanted with other landscaping materials consistent with the function of andrequirements for a Type D buffer (see Table 5.2.6.A, Buffer Types)—provided,however, that a berm shall not be used if it will replace existing trees of sixinches in caliper or more;(3) An opaque fence constructed of treated or rot-resistant wood (such ascypress or redwood), or a plastic or vinyl fence designed to look like anopaque wooden fence, of a minimum height necessary to fully-screen theobject being screened; or(4) A masonry wall that is the minimum height necessary to fully-screen the objectbeing screened, and that is constructed of brick, textured concrete masonryunits, or stuccoed block.(5) Use of chain link fencing with wooden or plastic slats shall be limited to accessgates only.A. Purpose and IntentThese streetscape landscaping provisions are proposed to help maintain the characterof the Caratoke Highway and other major arterial streets by requiring newdevelopment that is adjacent to or visible from a major arterial right-of-way bescreened from the view of passing motorists.B. ApplicabilityThese streetscape landscaping standards are applied to all new development on lotsthat front a major arterial right-of-way, or are within 1,000 feet of the major arterialright-of-way.C. ExemptionsThe following forms of development are exempted from these standards:(1) Agricultural uses;(2) Single-lot single-family homes;(3) Single-lot two-to-four family dwellings; and(4) Development within 1,000 feet of a major arterial street, but not visible fromthe right-of-way.D.
