Chapter 10: Definitions and MeasurementSECTION 10.5: DEFINITIONSAWNINGAWNINGA plastic, canvas, or metal porch or shade supported by a frame and often foldable that isplaced over a storefront, doorway, or window.BAR OR COCKTAIL LOUNGEAn establishment having as its principal or predominant use the serving of beer, wine, or liquorfor consumption on the premises, and which sets a minimum age requirement for entrance,consistent with state law. The primary source of revenue for such use is derived from alcoholsales, and the secondary source from the serving of food. Such uses may also provide on-siteentertainment in the form of live performances, dancing, billiards, or other entertainmentactivities.BASEMENTAny area of a building having its floor subgrade (below ground level) on all sides.BASE FLOODThe flood having a one percent chance of being equaled or exceeded in any given year. Alsoknown as the 100-year flood.BASE FLOOD ELEVATION (BFE)A determination of the water surface elevations of the base flood as published in the FloodInsurance Study. When the BFE has not been provided in a “Special Flood Hazard Area”, itmay be obtained from engineering studies available from a Federal, State, or other source usingFEMA approved engineering methodologies. This elevation, when combined with freeboard,establishes the Regulatory Flood Protection Elevation.BEACH STRANDThe land between the edge of the sea and the first line of stable vegetation or development.BED AND BREAKFAST INNA private residence, generally a single-family residence, engaged in renting one or moredwelling rooms on a daily basis to tourists, vacationers, and business people, where provisionof meals is limited to breakfast for guests only.BILLBOARDAn off-premises sign owned by a person, corporation, or other entity that engages in thebusiness of selling the advertising space on that sign.BLOCKA parcel of land entirely surrounded by streets or by any combination of streets, parks orrailroad right-of-way.BLOCK FACEThe lands abutting on one side of a street and lying between the two nearest intersecting orintercepting streets, railroad right-of-way, watercourse, or un-subdivided land.BLOOD/TISSUE COLLECTION FACILITYA facility where blood or related materials are either withdrawn or collected from patients orassembled after being withdrawn or collected elsewhere from patients for subsequent deliveryto a clinical laboratory for examination.
