Chapter 5: <strong>Development</strong> StandardsSECTION 5.2: LANDSCAPING STANDARDSSubsection 5.2.4: Site LandscapingF. Time for Installation of Required Landscaping(1) Time LimitAll required landscaping (including mulching and seeding) shall be installed inaccordance with the required planting standards set forth in this section priorto occupancy unless the Planning Director grants an extension to this timelimit in accordance with Section 5.2.3.F.2, Extensions.(2) Extensions(a)(b)5.2.4. Site LandscapingThe Planning Director may, for good cause shown, grant an extensionof up to 120 days to install required landscaping. Circumstances thatmay warrant an extension include, but are not limited to, thefollowing:(i)(ii)(iii)(iv)Unusual environmental conditions, such as drought, ice, orover-saturated soil (deep mud);It is not yet the appropriate planting season for the approvedplant species;Credible evidence that the approved plant species or requiredplant sizes are not commercially available and cannot besubstituted within a reasonable time despite an applicant’sdiligent effort to secure the required materials; orCompletion of utility work occurring in a proposedlandscaped area is incomplete or delayed.No extension shall be granted unless a performance guarantee inaccordance with the requirements in Section 6.3, PerformanceGuarantees, is in place to ensure that all required landscapinginstallation will be completed at a predetermined later date.(3) Multi-Phase <strong>Development</strong>Multi-phase development shall only be required to provide the landscapingdirectly associated with development in the active phase(s).A. GeneralSite landscaping, for the purpose of this section, is landscaping that is not:(1) Required vehicular use area landscaping;(2) Located within a required perimeter buffer; or(3) Required screening.B. Purpose and IntentSite landscaping material is intended to soften the visual impact of the building base andprovide for the even dispersal of trees and other plantings across a development site.C. Site Landscaping StandardsExcept for single-family detached dwellings, site landscaping shall be required for alldevelopment, and shall be supplied in the amounts identified in Table 5.2.4, RequiredSite Landscaping Plantings, and Figure 5.2.4, Site Landscaping Placement.
