Chapter 2: AdministrationSECTION 2.3: STANDARD PROCEDURESSubsection 2.3.4: Application Submittal and Acceptance(c)the meeting, in a form established by the Planning Director. Signsused for posted notice shall have a minimum size of six square feet perside.Notice ContentThe notice shall state the time and place of the meeting and generalnature of the development proposal.(3) Conduct of MeetingAt the meeting, the applicant shall explain the development proposal andapplication, inform attendees about the application review process, respond toquestions and concerns neighbors raise about the application, and proposeways to resolve conflicts and concerns.(4) Staff Attendance<strong>County</strong> staff shall attend the meeting for the purpose of advising attendeesabout applicable provisions of this <strong>Ordinance</strong> and the land use plan, but shallnot serve as facilitators or become involved in discussions about thedevelopment proposal.(5) Written Summary of Community MeetingThe applicant shall prepare a written summary of the meeting that includes alist of meeting attendees, a summary of attendee comments, discuss issuesrelated to the development proposal, and any other information the applicantdeems appropriate. The meeting summary shall be included with theapplication materials and be made available to the public for inspection.(6) Response to SummaryAny person attending the community meeting may submit a written responseto the applicant’s meeting summary to the Planning Director within 30 daysafter the application is determined complete. The response may state theirunderstanding of attendee comments, discuss issues related to thedevelopment proposal, and include any other information they deemappropriate. All written responses to the applicant’s summary of thecommunity meeting shall be transmitted to the applicant, included with theapplication materials, and made available for public inspection.2.3.4. Application Submittal and AcceptanceA. Authority to File Applications(1) Unless expressly stated otherwise in this <strong>Ordinance</strong>, development applicationsreviewed under this <strong>Ordinance</strong> shall be submitted by:(a)(b)The owner, contract purchaser, or other person having a recognizedproperty interest in the land on which development is proposed; orA person authorized to submit the application on behalf of the owner,contract purchaser, or other person having a recognized propertyinterest in the land, as evidenced by a letter or document signed bythe owner, contract purchaser, or other person have a recognizedinterest in the land.CURRITUCK COUNTY, NC UNIFIED DEVELOPMENT ORDINANCE2.14
